Job Summary: The project will focus on three
sub-objectives: Agriculture & Livelihoods, Health Nutrition & WASH and
Peaceful Co-existence. The role of the Project Officer is to lead the
implementation of project activities in both the refugee and host communities
of Adjumani District in West Nile region. The project officer will promote
stakeholder’s involvement in the development and operationalization of the
project work plans.
Key Duties and Responsibilities:
·
Develop
quality project implementation plans, monthly, quarterly and annual work plans
and budgets, activity terms of reference (ToRs) and submit them timely to the
Project Manager for review and approval.
·
Liaise
with the Project Manager, and Program Accountant to develop and manage project
budgets including submission of cash forecasts and effective tracking of
expenditures.
·
Provide
technical expertise and support to ensure that all project activities are
implemented on time and on budget, while meeting the minimum required quality
standards in each case.
·
Timely
and quality compilation and submission of monthly, quarterly and annual reports
to the Project Manager while ensuring compliancy to organizational and donor
reporting standards.
·
Liaise
with the Project Manager and Monitoring and Evaluation Officer to carry out
monitoring and evaluation of project interventions.
·
Work
with the project team to generate and routinely update a comprehensive project
stakeholder matrix and stakeholder management plan.
·
Emphasize
and ensure that the multi-sector project is implemented in an integrated,
coordinated and coherent manner
·
Develop
frameworks and tools for data collection, analysis and interpretation
·
Ensure
prudent utilization of and accountability of programme funds and resources, in
total compliance to Amref health Africa policy guidelines.
·
Lead the
documentation and dissemination, to relevant stakeholders, of project impact
series or human interest stories and key lessons learnt from the project.
·
With
support from the Project Manager and other staff on the project team, develop
and regularly update a project risk register and risk management plan.
·
Ensure
close collaboration and good working relationship with relevant the Office of
the Prime Minister, Adjumani District Local Government, UNHCR and other
Partners in the region.
·
Participate
in business development through identification and development of relevant and
feasible project idea notes, and working with your team members to design
quality project concepts and proposals
·
Ensure
strong communication and coordination with and between all project partners as
a means to effectively achieve project objectives.
·
Actively
participate in regular project performance review meetings with the key project
stakeholders.
·
Effectively
integrate project activities with other Amref Health Africa supported
initiatives in the Program Unit while participating in operational research
related to the project
·
Participate
in national programs implemented at district level but have a bearing on
emergencies e.g. world refugee day, World water day, Sanitation week
celebration, World Health day etc.
·
Perform
any other tasks as may be assigned by your supervisor from time to time.
Qualifications, Skills and Experience:
·
The
ideal candidate must hold a Bachelor’s degree in Environmental Health science,
Public Health, Nutrition, Community health, Agriculture & Livelihoods, or
their equivalent.
·
A
minimum of two years of significant experience implementing integrated projects
is a must.
·
Experience
in humanitarian/refugee environment is an advantage.
·
International
NGO experience
·
Computer
skills will be a required advantage
·
Good
interpersonal skills
·
Analytical
and problem solving skills
