Job Summary:  The Finance Operations Officer will manage
in-country finance statutory requirements including statutory reporting, manage
finance operations and related controls, and ensure organisation tools and
control framework are adhered to.

 

Key Duties and Responsibilities:  

Statutory:

·       
Support
the Finance Manager in the preparation of Country statutory accounts; including
coordinating with any statutory auditors as and when need arises.

·       
Ensure a
smooth month end close process, as stipulated in the Finance manual.

·       
Produce
high quality monthly management reports for the Country Leadership team and the
Global Finance team, advising on way forward on identified variances.

·       
Prepare
monthly grants reconciliations (between SUN and Donor reports) and save in
appropriate folders on SharePoint.

·       
Prepare
monthly balance sheet reconciliations cash management, advances and
accountabilities.

·       
Maintain
accurate financial data, through management and effective use of finance
systems.

·       
Coordinate
the filing of Statutory Accounts for both VSO Global and local in-country as
required.

·       
Local
tax filing and compliance requirements for VSO, staff and volunteers in country

·       
Manage
Creditor A/Cs, ensuring timely payment and in line with the stipulated Internal
controls and ensuring adherence to Donor requirements.

·       
Cash
management including relationship with the banks, managing bank mandate, bank
reconciliations, petty cash, cash flow forecasting and making timely cash
requests to the Treasury department.

·       
Implement
mobile phone cash payments, ensuring reconciliation to all schedules.

·       
Manage
advances to partners, staff members and volunteers in line with the Global
Finance Manual.

·       
Manage
debtors (in close collaboration with the Finance-Grant manager when related to
grants).

·       
Payroll
preparation and processing through all stages, ensuring all staff and
volunteers are paid on time.

·       
Invoice
and payment processing in line with the set policies and procedures.

·       
Review
bank reconciliations and preparing all other Non-SUN reports at the end of each
month.

 

Qualifications, Skills and Experience:

·       
Strong
Accounting and Finance background, with proven experience in Grants management,
including Partner management.

·       
Qualified
Accountant with a professional certification (ACCA /CPA)

·       
Knowledge
of General Accounting Principles

·       
Basic
Grants Management practices.

·       
Good
technical Accounting skills – At least 4 years of experience in finance
operations in the International development context.

·       
Other
basic Accounting principles, thorough knowledge of internal controls,
budgeting, financial reporting and variance analysis.

·       
Knowledge
of good procurement procedures and working with multiple foreign currencies.

·       
Financial
and Information Technology Systems – Advanced knowledge of Microsoft Office –
especially MS Excel, Power point and MS Outlook. Knowledge and experience in
the SUN systems Accounting software is preferred.

·       
Communication
and Influencing Skills – Good written and verbal communication skills – able to
listen, present, discuss report, and put views.

·       
Planning
and Organization – Able to prioritise within restricted resources to tight
deadlines. Able to anticipate and adapt to change. Strong attention to detail.
Ability to work independently with minimal supervision. Self-motivated to set
initiatives and self-learn.
