Job Summary:  The primary focus of this position is to lead
the implementation of the Health System Strengthening (HSS) component and
undertake the cluster coordination role for the SRHR/SGBV project. S/he will
strengthen the capacity of SRHR/SGBV district and health facility governance
structures to improve coordination and quality of service provision to the
young people and women of reproductive age. The HSS/cluster coordinator will
implement and support strategies and approaches that improve the organizational
performance of targeted hospitals and health facilities with emphasis on the
improvement of SRHR/SGBV services in line with government standards and
priorities. Support will be strongly focused on working closely with other partners
and stakeholders supporting HSS components i.e. Health Information Systems,
health workforce, service delivery, essential medicines and financing in order
to serve and empower young people and women of reproductive age to enjoy their
SRH and rights. This will include a focus on capacity building for SRHR/SGBV
service delivery, advocacy for accountability of health resources and improving
the communication between the facility and the community, it serves. This
position is based in the three clusters of the project, but implementing a
district based approach.

 

Key Duties and Responsibilities:  

Program
Implementation

·       
Collaborate
with the District Health Office (DHO) to build the capacity of District Health
Team (DHMT) to functionalize all health governance structures and strengthen
linkages to the community to improve SRHR/SGBV services.

·       
Collaborate
with the DHO, CDO and partners to develop integrated district based work and
implementation plans

·       
Collaborate
with other technical program leads to develop and implement training schedules
for health care workers.

·       
Document
and communicate findings and key lessons for improved accountability and
quality reporting.

·       
Work to
adopt the use of quality improvement approaches in SRHR/SGBV service delivery.

Coordination of the
cluster:

·       
Oversee
all cluster program work; coordinate all cluster activity implementation
ensuring integration of all components of the project.

·       
Provide
logistical and financial oversight to activities by working closely with the
program accounts assistant and administration officer.

·       
Organize
cluster review and management meetings on a regular basis; follow up actions
for staff welfare, and program implementation.

·       
Identify
cluster challenges and inform management accordingly for support.

·       
Represent
the SRHR/SGBV program at district level stakeholders meetings

·       
Promote
team accountability, coordination, quality and a sense of urgency with
responsiveness to the district, community and health facility needs.

·       
Request
for relevant programmatic documents, policy guidelines, SOPs and logistical
needs as required by the cluster.

·       
Provide
administrative and logistical support to the cluster based staff and ensuring
that the, project assets (Site phones, Computer -tablets) are properly secured
and kept in good working condition

·       
Security:
Ensure safety of the cluster office and the team.

 

Qualifications, Skills and Experience:

·       
The
applicant must hold a Degree in Public Health, medical clinical or related
field

·       
Three
years of professional experience working with the government health system

·       
Previous
experience working on health accountability and governance and SRHR/SGBV
service delivery program

·       
Demonstrated
experience providing technical assistance at individual, health facility and
district levels and in-depth understanding of Uganda healthcare system

·       
Proven
ability to establish and maintain strong interpersonal and professional
relationships with local government officials, and other key stakeholders in
the health sector

·       
Demonstrated
knowledge and experience in strengthening either all or some of the components
of the health system.

·       
Demonstrable
writing and analytical and quantitative skills.

·       
Proven
skills in networking, collaboration, health facility and organizational
development

·       
Good
reporting, communication and representation skills
