On behalf of our client, we are looking for a
competent, skilled, and experienced Result Based Financing Advisor to
work in Kampala.
Job Summary: Our client
has long been a pioneer in the implementation of Results Based Financing (RBF)
in the health sector ‘with its first implementation in Rwanda in 2001, after
which it has been successfully applied in more than 15 countries, most of them
in Sub-Saharan Africa including and Zimbabwe. In Uganda, the organization initiated
and financed an RBF pilot in Kamuli District in 2009 in collaboration with the
Health Office of the Catholic Diocese of Jinja and the Kamuli district Health Department/
Office.
In Partnership with the consortium of the
Partner Health Africa with support from the Royal Netherlands Embassy in Uganda,
the organization will contribute to implementation of the Integrated Sexual
Reproductive Health Program in High Burden Districts (ISPHD) of Uganda Program in
the period 2020-2024. The program aims to improve the wellbeing of young people
(age 10-24) and women (age15-49) including underserved groups, in the districts
of Southwest: Rukiga Kabale, Kisoro and Kanungu, East Centeral: Bugiri, Mayuge,
Iganga & Namayingo; and the East: Mbale, Budaka, Bukwo and Kween, and
Kalanga, through addressing the disproportionate burden of SRHR violations and
SGBV among young people and women.

Health Systems to provide quality and Rights Based SRHR/SGBV Services linking nearly
to all programme interventions at the supply and demand sides through its RBF
model.

level experienced professionals to apply for the position of an RBF advisor.
Position
and Responsibility
The RBF advisor will be the organisation’s senior technical advisor and health
economist responsible for the overall management of the health system’s data
and to analyse advise the project manager on the impact towards the financial
aspects and implementation of the ISPHD project as well
asother RBF health projects. S/he will be responsible for realizing the objectives
as formulated in the Technical Proposal and budget approved
by the Netherlands Embassy and the Partner Consortium. S/he will report
directly to the SRHR/SGBV Manager.
Specific
Tasks and Objectives
- During the inception
and design phase: co-responsibility to set-up a local RBF team, including
recruitment and mentoring of the team of RBF verifiers. - Good knowledge and referrlas of relevant stakeholders in health
- Advise and
support on development of training curriculum. - Understanding and advising on the 7 building blocks set by the WHO
system to enhance behavior change and system building and strengthening. - Training in RBF of all local stakeholders (district authorities, health
facility staff and community-based organizations, to be identified during
the inception phase), assisted by other staff. - Coordinate the development
and updating of management tools, such as the Project Implementation Manual,
training modules, etc., in cooperation with the SRHR/SGBV manager. - Work together with
the RBF technical unit of MoH, respective District Health departments to
develop new data systems and tools ideally to be integrated into DHIS2. - During the implementation
phase: take ultimate responsibility for good quality application of RBF. - Strengthen health
financing and RBF technical capacity of all stakeholders. - Provides technical
input for progress and financial reports and annual plans and budget to be
submitted to the Partner and Netherlands Embassy for approval. Participate
in internal and external audits. - Identify and manage
the operational and strategic risks of the ISPHD RBF projects. - Collects and analyses data and information within the projects and
reports about the results, specifics and possible deviations following
required reporting standards, providing solutions to minimize impact of
deviations. Liaise (project) quality data with existing Health information systems. - Together
with the lead verifier and SRHG/SGBV manager function as the direct
contact person (and advisor) for the RBF projects towards the RBF
technical unit of MoH and the Partner health consortium. - Represent the organization externally,
participate in relevant platforms and fora and partner with relevant
stakeholders as technical advisor in relation to RBF, while ensuring alignment
and harmonization with the Ugandan Health Sector policies and implementation
plans and guidelines. Important counterparts include the
MoH Reproductive Health Unit, national Adolescent Health Unit, National
RBF technical unit and working group and respective district health
departments. - Perform any
other tasks (including daily activities of an administrative and/or organizational
nature) which are necessary to achieve the results aimed for, as described
in the project proposal.
Qualifications
and Experience
- Post-graduate degree in Public Health, Health
Administration, Health Economics, or a similar degree - Good experience and
knowledge in Reproductive Maternal, Newborn, Child and Adolescent Health
(RMNCAH) and SGBV. - Familiarity with
health financing and economic analysis methodologies. - Any clinical related
degree with experience in working in a hospital is considered an advantage. - Good understanding of the Ugandan Health
Service Delivery Systems (e.ge. functional components of healthcare
delivery systems; primary care: referral systems, care packages, key
stakeholders in the system, etc.); Sound theoretical knowledge of,
experience of RBF implementation process: ex-ante, ex-post verification,
data collection, invoicing and contracting of health facilities, indicators.
- Possess excellent
technical skill in health research and program, and project performance
assessment. - Excellent data analytical
skills and interpretation, sound quantitative and qualitative skills (managing,
analysis and interpretation of data) - Experience as a technical advisor in similar environments. You have previous
experience in complex (multi-actor, donor funded) projects with a budget
of at least 5 million USD. - Strong communication
and facilitation skills, including the ability to establish good working
relationships, to transfer skills and knowledge, and to provide technical assistance
to key actors. - Fully proficient in
the following software applications: Windows, Excel,
Word, Outlook, PowerPoint. - Knowledge of and
experience in working with DHIS2. - An excellent
command of the English language. Command of locally used languages is a
pre. - Preparedness to regularly travel to the operational areas of South Western,
Eastern and Central Eastern Uganda. - A flexible and pragmatic working attitude.
