the quality of life of orphans and other vulnerable children.

 

About USAID ICYD Activity:

The USAID Integrated
Child and Youth Development Activity (USAID ICYD Activity) aims to improve
learning outcomes, advance HIV epidemic control in Uganda, and ensure that
children and youth can lead resilient, healthy, and productive lives. The USAID
ICYD Activity will deliver critical HIV/GBV/violence prevention and response
services to children and youth and their families in communities, clinics, and
schools. Within USAID’s Journey to Self-Reliance Framework, USAID ICYD Activity
will build the operational and technical capacity of four Ugandan Primary Local
Partner (PLP) organizations to become direct recipients of USG funding within
two years while strengthening government capacity to deliver core services to
children within an integrated referral network and case management system.

 

Job Summary:  The Monitoring & Evaluation Manager will
lead the development of M&E work plans, processes, and practices, in
concert with ICYD OVC teams and the program technical and finance teams. The
M&E Manager will take the lead in developing, refining, and coaching teams
to integrated and use M&E tools to ensure high quality documentation,
assessing performance against targets, and using data to manage performance and
refine programming to strengthen quality service delivery and high quality
performance. This includes supporting M&E officers across districts and
coaching and mentoring community structures involved across case management
steps and documentation process to report in offline database and consolidate
data for submission to the ICYD OVC database in a timely way. The Monitoring
& Evaluation Manager will report to the Head of Programs and the Consortium
Regional M&E Director.

 

Key Duties and
Responsibilities:

·        
Lead the
development of M&E work plans, processes, and practices, in concert with
ICYD OVC teams and the program technical and finance teams.

·        
Ensure
Routine Monitoring Reporting (RMR) actions and ensure templates are
appropriately used and Standard Operating Procedures are followed.

·        
Support
roll out of the ICYD tool package of data collection forms and processes in
line with ICYD program.

·        
Provide
regular support supervision, coaching and mentoring to the program team and
community structures across the implementation districts to document and report
high quality data in a timely way.

·        
Ensure
Routine Monitoring Reporting (RMR) actions and ensure templates are
appropriately used and Standard Operating Procedures are followed.

·        
Provide
and/or use regular performance dashboards with program and finance and ops
teams to ensure performance targets are met in a timely manner and guide course
corrections.

·        
Work
closely with the ICYD capacity development team to coordinate and move forward
capacity development as well as programming and M&E functions in tandem.

·        
Liaise
with the M&E team in tracking and reporting related targets.

·        
Compile
quarterly and annual progress reports.

·        
When
appropriate/applicable, facilitating and participating in information sharing
opportunities among partners, including requests for documentation and
information.

·        
Maintaining
a proper filing/archiving/storage system for all M&E resources including
data collection tools, datasets, reports, SOPs, strategies among others.

·        
Provide
oversight to M&E Assistants to ensure quality assurance in data and
reporting processes.

·        
Conduct
training for partners and staff in the use of the M & E systems and tools
for record-keeping and collecting monitoring data.

·        
Consolidate
monitoring data for reporting against the performance indicators for donor
reporting and internal program review.

·        
Provide
M & E support to the senior management team for the compilation and
completion of donor reports.

·        
Share
performance reports with staff and management monthly to support management
decision making and take lead in reflections about performance with the project
team.

·        
Carry
out data quality assessments, vulnerability assessments, beneficiary
verifications and any assessment and audits that improve program quality.

 

Qualifications, Skills and Experience:

·        
The
applicant must hold a University degree in a related field; Post graduate
Training in M&E preferred.

·        
Strong
analytical skills and good working knowledge of major databases and analytical
programs including MS access, MS excel, STATA, SPSS, Epi Data, ODK, DHIS2 and
OVC MIS, among others.

·        
A
minimum of 2-3 years’ experience in M&E for donor-funded initiatives
desired.

·        
Demonstrated
experience in training on M&E systems and data collection.

·        
Demonstrated
experience remote managing, mentoring, and training staff.

·        
Strong
interpersonal skills and ability to work under pressure.

·        
Strong
Excellent interpersonal and communication skills.

·        
Ability
to work independently, take initiatives and leadership.

·        
Experience
in designing and managing beneficiary monitoring and database systems.

·        
Experience
in preparing high quality success stories, case studies and operational
research reports.

·        
Strong
organizational, interpersonal, and presentation skills.

·        
Ability
to work in a challenging environment, under high pressure and tight deadlines.
