realizing a community of Ugandans empowered to sustain healthy behavior, while
significantly contributing to Ministry of Health in the areas of HIV/AIDS-care
and prevention, TB, Malaria and Child survival, maternal and reproductive
health, as well as access to safe water.
Key Duties and
Responsibilities:
Ensure Safe
Business Systems Operations:
·
Design,
implement and manage the PACE locations’ ICT infrastructure including LANs and
WANs, Wi-Fi, networks, computers, laptops and servers across the organization.
·
Ensure
the strict design, implementation and roll out of the approved ICT Policies and
Guidelines.
·
Ensure
the strict design, implementation and roll out of the approved ICT minimum
standards for hardware and software.
·
Plan,
design and execute the internet bandwidth requirements in accordance with the
global and regional IT security guidelines, number of users and business applications
running.
·
Implement
recommended IT Security guidelines to ensure the systems, servers and users’
data are protected from threats.
·
Design
and implement disaster recovery and business continuity measures to ensure
smooth operations of PACE and eliminate downtime.
·
Execute
technical measures of content filtering, to ensure the proper use of the
business internet connection and the protection of PACE’s operations from
internet and cyber threats.
·
Ensure
all systems, software and hardware operated in PACE are officially licensed and
have the latest security patches, updates and firmware.
·
Provide
onsite and remote support for the user’s daily technical issues and provide
timely and effective solutions.
·
Maintain
an up-to date ICT documentation of all ICT services in place, infrastructure,
hardware, network, licenses, access credentials and any ICT related service or
contracts.
·
Conduct
quarterly stock taking and inventory of the ICT assets.
·
Manage
and update administrate infrastructure, including firewalls, databases, malware
protection software and other processes.
·
Monitor
the system daily and respond immediately to security or usability concerns. •
Create and verify backups of data.
·
Upgrade
systems and processes as required for enhanced functionality and security issue
resolution.
·
Review
application logs.
·
Contribute
to and maintain system standards.
·
Provide
technical support for Implementation Business Systems
·
Work
with end users to define requirements for system development and develop an
implementation blueprint based on organizational standards.
·
Management
and use of current business systems, ensuring the business systems are used
throughout the organization.
·
Coordination
of new Business Systems development, including collaboration with hired
developers’ configuration of datasets and programs, development of analytics,
dashboards and reports, setting up security and user roles.
·
Provide
project management support for business systems implementation to ensure
implementation by developers/consultants is delivered within required
timelines. Manage communication and expectations throughout the development
process.
·
Manage
the user experience testing processes and ensure feedback from users in
incorporated into system development.
Business System
Development
·
Work
with user departments to establish opportunities to utilize existing
architecture, or readily available resources, to optimize business processes.
·
Design
and develop the processes identified. This will include developing system
documentation to ensure future maintenance and customization.
·
Test and
roll out systems developed. This includes training system administrators and
user groups and providing ongoing support.
·
Provide
system administration support
·
Set-up
and maintain user accounts, organization units & groups.
·
Setup
and maintain Email accounts, groups and distribution lists in Office365
·
Setup
and maintain SharePoint sites, libraries and lists in SharePoint Online on
Office365
·
Manage
security in PACE’s Office365 admin portal and ensure strict measures are implemented
to protect PACE email accounts from Cyber Threats
·
Train
end users on the use of business systems, including data capture features,
processes, development of training curricula and job aids, and system
administration tasks.
·
Provide
help-desk support by responding to and resolving support tickets within the
required timelines.
·
Provide
technical support for both hardware and software issues our users encounter.
·
Manage
the configuration and operation of client-based computer operating systems.
·
Manage Business
systems installation and configuration procedures.
·
Install
and test computer-related equipment.
Qualifications, Skills and Experience:
·
The
applicant must hold an undergraduate degree in Computer Science, Information
Technology, Informatics, Data analytics or a related field.
·
Network
certification (CISCO preferably) or Microsoft Infrastructure/Cloud
Certification.
·
Comptia
Linux+ or LPIC 1 is an added advantage.
·
At least
five years of experience working in a related position.
·
Experience
with one or more general purpose programming languages including but not
limited to, Python, Javascript, JQuery, R, Java, PHP, C#.
·
Experience
designing and implementing relational databases applications, designing
structured queries using SQL, as well as working Object storage/NoSQL
databases.
·
Experience
building workflows with Microsoft PowerApps, Power Automate and Dynamics 365.
·
Experience
managing hosted health data driven applications like DHIS2.
·
Experience
with using Business Intelligence solutions e.g. Crystal reports, Power BI.
·
Experience
in constructing SQL queries and in querying and injecting data (Using json or
xml) to databases via the API.
·
Experience
in working with M&E systems for a wide variety of public health
programming, including HIV, family planning, malaria, or child survival
programs.
·
Experience
in managing large business and/or M&E systems. Ability to ensure Senior
Management Team and Board commitment to, and engagement with the IT strategy,
and decision making.
