About US:

Rego Foundation is a
youth-led Non-profit Organisation working to transform the lives of
economically marginalized women and girls in Uganda. Our goal is to end gender
inequality by eradicating all forms of discrimination and violence against
women and girls in Uganda. We have operated in Uganda since 2016. Our work is
guided by these objectives; (i)To promote awareness, prevention and care for
women and girls subjected to violence. (ii)To increase women’s access to
finance and development of additional livelihoods. (iii) To raise awareness and
end harmful practices such female genital mutilation (FGM) and child marriage.
(iv)To build safe, healthy and enabling learning environments for underprivileged
girls.

 

Job Summary:  Rego Foundation is seeking to recruit a
talented individual to ensure the Organisation’s financial viability of its
programmes and the management mobilized resources, and the transition of the
financial responsibility to its headquarters. S/he plays a crucial role in
providing high quality financial management information necessary to support
development programs. Specific responsibilities include; assessment of
financial needs and cash flow requirements, financial planning (inc. budget
submissions), contract management, financial reporting and audit. In addition,
s/he will need to identify and resolve any financial management problems which
may arise, facilitate the involvement of Rego Foundation Members in the
development and funding of projects, and provide appropriate training in
finance policies and procedures for field personnel. .

 

Key Duties and
Responsibilities:

General management
and leadership:

·        
Liaise
with the Finance Director, Programs Manager and Team Leader / President on the
initial cash flow for projects.

·        
Liaise
with bilateral and multilateral donors on all aspects of financial management.

·        
Develop
a plan for on-the-job training for project managers in financial procedures and
educate all team members on financial responsibilities.

·        
Assist
the Finance Director, President and field management in development of
upcountry projects strategy.

·        
Identify
problems and develop solutions for best financial practice.

·        
Provide
proper supervision, training, guidance and mentoring to ensure smooth
management transition.

Administration:

·        
In
consultation with the Finance Director, develop finance department staff plans,
where needed.

·        
Assist
in writing of job descriptions for financial positions and selection of
suitable applicants, where needed.

·        
Assist
administration staff in establishment of procurement procedures and expenditure
authorizations.

Financial
management

·        
Set up
and maintenance of Finance system and development of procedures for tracking
income / expenditure in accordance with Rego Foundation policy.

·        
Supervise
the preparation of allocations of funding and budgeting of planned expenses.

·        
Communicate
budgets and spending authorizations to the President and team members.

·        
In
consultation with the Finance Director & Team Leader establish a payroll
structure.

·        
Manage
the day-to-day functioning of the finance section, including cash
disbursements, cash receipts, etc.

·        
Establish
an effective filing system which can provide easy access to information and
proper documentation of all financial requirement.

·        
Ensure
all typical donor requirements for documentation of expenditures are met to
facilitate attribution of expenses to donors when funding is obtained.

·        
Establish
banking arrangements and maintain liaison with principal bankers as needed.

·        
Facilitate
any external audit.

·        
Define
and produce financial reports on utilization of funding to aid senior
management in decision-making process.

·        
Protect
Rego Foundation assets through maintenance of asset register, internal control
and audit procedures.

·        
Prepare
reports to donors for any uncovered expenses that they will absorb.

Programme
development and planning

·        
Assist
the Team Leader/ President and other senior management in the development and
drafting of project proposals, preparation of mission operating plans / budget.

·        
Support
the involvement of Board Members in the planning, development and funding of
projects.

Project management
and implementation

·        
Analyse
and report on actual and planned monthly expenditure, interpret and communicate
with the Programs Manager, advise of variance against approved budgets, and
make recommendations for corrective action.

·        
Conduct
field travel to project offices as necessary to review financial procedures and
assist finance staff in their needs.

·        
Coordinate,
supervise and prepare all financial statements / reports to various donors
under the supervision of the Finance Director and to ensure compliance with
contractual and legal requirements.

·        
Liaise
with the Administration Lead in the establishment and maintainaince of
commodity inventory management system and control procedures.

 

Qualifications, Skills and Experience:

·        
The
applicant must hold a Bachelor’s degree in accounting or finance.

·        
Certified
Practicing Accountant (CPA) preferred.

·        
At least
three years of experience in finance management and accounting in
Non-Governmental Organisation.

·        
Extensive
experience in proposal preparation and budget formulation.

·        
Experience
of strategic and programme planning processes.

·        
Understanding
of multi and bilateral donor policies and procedures.

·        
Proven
numeracy and financial analysis / planning skills.

·        
Ability
to use financial system to track accounting activity is required.

·        
Multiple
language skills desirable.
