development agencies in Germany that works towards improving livelihoods of
disadvantaged population. In Uganda, the program aims at improving livelihoods
of the most vulnerable population in rural areas through interventions that
increase food and nutrition security, improve sustainable access to WASH
services and support the employability of the youth through vocational and life
skills training. We understand that livelihoods of the rural population in
Uganda have improved in a sustainable way when people are able to meet their
basic food needs, have access to clean drinking water and safe sanitation, live
in a healthy environment and take up opportunities to earn and diversify a
decent income.

 

In Uganda,
Welthungerhilfe currently operates in the districts of Arua, Yumbe, Moroto,
Nakapipirit, Amudat Napak, Kabarole, Kasese, Katakwi, Amuria, Mukono and Wakiso
districts with the Country office in Kampala.

 

About Project:

Welthungerhilfe
through her donors, charity: water is implementing a 12 months’ Water
Sanitation and Hygiene (WASH) project, and through funding from BMZ is
implementing an 8 months’ project aimed at responding to the effects of
COVID-19 pandemic in the livelihoods of the communities in Katakwi and Amuria
districts in Teso region.

 

Job Summary:  Welthungerhilfe is seeking to recruit a
dynamic and team-oriented Finance and Administration Officer who can work
independently and contribute to further improving the quality of the project.

 

Aim of the position: Under the direct supervision of the Project Manager, the Finance and
Administration officer will provide proactive, efficient and effective
management support for the activities. The Finance officer will ensure
financial integrity of the project, assist the project manager and the entire
project team in Finance related tasks and ensure accountability, and compliance
with donor and WHH rules and regulations. And administrative wise ensure a
smooth and efficient running of the project offices.

 

Key Duties and
Responsibilities:

Financial Roles;

·        
Ensure
proper financial procedures/systems are operated and maintained, ensure
compliance with WHH financial policy, set accounting standards and national
laws and tax regulation.

·        
Send
monthly information about taxes (WHT, etc.) to Country office as per deadline
to ensure proper filing of taxes.

·        
Examine
payment requests and other financial transactions for approval and ensure there
are adequate supporting documentation in accordance with organizational
financial policy, and donor guidelines.

·        
Ensure
consistency and completeness of support documents and compliance with other
guidelines of payment vouchers, accountability etc

·        
Analyze,
monitor and reconcile financial records in line with WHH policies, accounting
standards and statutory requirements

·        
Receive
and file all monthly Bank statements, perform reconciliation and produce bank
reconciliation statements

·        
Responsible
for monthly voucher processing and ensures that the monthly financial reports
are generated, and vouchers sent to Country Office on timely basis.

·        
Perform
cash counts with the finance Assistant.

·        
Support
the preparation of financial costing and formulate budget estimates with
quarterly budget projections.

·        
Support
in preparation and attend to the needs of auditors and implement
recommendations in line with financial policy

·        
Participate
in follow-up responses and clear audit issues.

Administration and
Human Resources Roles;

·        
Support
employment recruitment and coordinate on-boarding of new positions.

·        
Prepare
monthly payroll and ensure completeness and timely submission of statutory
deductions to relevant authorities (URA, NSSF and Local Government)

·        
Request,
compile and consolidate payroll information

·        
Prepare
Welthungerhilfe standard employment contract, Job description for national
personnel.

·        
Management
of personnel administration at project office (Personnel files, pay roll and
Leave coordination).

·        
Support
in the identification and analysis of staff development and capacity building
through follow up of staff capacity needs from the employee dialogue and
provide linkage to training opportunities.

·        
Ensure
compliance of national law for HR issues.

·        
Compile
tax information fill the URA tax returns forms and submit to the chief
accountant at Country Office.

·        
Organize
the office in the most efficient way in order to have a good work environment
and an optimization of office space.

·        
Management
of support staff (Guards, maintenance staff and Office Assistants) working for
the project offices as well as casual workers.

·        
Act as
IT focal person, to coordinate with IT department at County Office to ensure
proper IT functions within the office.

·        
Report
all security relevant issues and information to management.

·        
Coordination
of the preparation of meetings, workshop, events etc

Logistics Roles:

·        
Responsible
for initiation of Supply Purchase Request orders (SPR).

·        
Coordinates
with the Logistics team at Country Office to ensure that all items, equipment’s
etc that are needed are purchased according to specification by the users.

·        
Responsible
for fleet management i.e. office vehicle and bikes in all project location in
Teso region.

·        
Responsible
for management of all Asset inventory in all project location in Teso region.

 

Qualifications, Skills and Experience:

·        
The
applicant must hold a bachelor’s degree in Commerce, Business Administration,
Financial Management or Accounting from a recognized University.

·        
Relevant
professional qualification such as ACCA or CPA and training in donor
regulations is an added advantage

·        
At least
three years of similar work experience in an NGO / Civil Society Organization

·        
Computerized
accounting skills

·        
Computer
literacy skills i.e. Proficient in MS Office

·        
Communication,
Analytical, Interpersonal skills

·        
Ability
to establish critical working relationships

·        
Willingness
to live in a rural environment and to travel widely in the project area

·        
Working
experience in Teso and Ateso language skills are desirable (Optional)

·        
Team
player with effective communication, organisation and planning skills

 

Duration: The
contract is for 07 (Seven) months.
