(EU) is an economic and political partnership between 28 European countries. It
plays an important role in international affairs through diplomacy, trade,
development aid and working with global organisations. Abroad, the EU is
represented through more than 140 diplomatic representations, known also as EU
Delegations, which have a similar function to those of an embassy. The EU
Delegation to Uganda is supporting Uganda’s priority needs which include the
need to foster sustainable development by sound governance and macro-economic
policies, improved connectivity of national and regional transport infrastructure
and strengthening of agriculture.

 

Job Summary:  The Programme Officer – Private Sector
Development and Trade Related Assistance will contribute to the implementation
of the development policy of the European Union in Uganda in conjunction with
Private Sector Development (PSD) and Trade Related Assistance (TRA). The job
holder shall assist in managing the project portfolio in support of PSD/TRA and
shall engage in policy dialogue in these areas. In additional, the job holder
shall assist the HoS with the Delegation’s reporting, monitof the overall
performance of the Political & Trade section (Deputy HoS).

 

Key Duties and
Responsibilities:

Horizontal
coordination –
Coordination of
the overall section project portfolio to ensure the smooth implementation of
the section’s decisions and contracts.

Raise
any matters of importance to HOS to report to the management meeting.

·        
Coordinate
the section contribution to the EAMR, AMP, Forecast, CRIS reporting, etc.

Program / Process /
Project Management  
Project / process management

·        
Steer
and supervise private sector support programme / project preparation (plus
required studies) and ensure that all the necessary conditions (institutional,
budgetary, logistical, etc.) are met when launching the programme / projects.
This includes the validation of calls for tender, call for proposals, contracts
and subventions conventions prepared by the unit.

·        
Coordination,
monitoring and operational management of EU-supported investment activities in
Uganda in the sectors covered by the incumbent, including blending and
guarantee operations stemming from the External Investment Plan and other EU
Investment Platforms.

·        
Ensure
appropriate evaluation and reporting on programme / project execution.

Program / Process /

Delegation’s
project cycle management

·        
Contribute
to the programming, identification and appraisal in close cooperation with the
beneficiary institution(s) in Uganda, if and when such programmes are decided
in the programming process.

·        
Assist
with all aspects of the procurement process (drafting Terms of Reference,
launching tenders, etc.).

·        
Monitor
ongoing projects, attend management and monitoring meetings, elaborate progress
reports on projects and propose action if and when needed.

·        
Contribute
to the evaluation of projects.

·        
Maintain
contacts with other donors active in Uganda.

·        
Give the
“operational visa” on any document where required. Encodes entries
accurately and comprehensively in CRIS and conducts the quality checks (e.g.
accuracy and comprehensiveness) of the data entered in CRIS.

representation and negotiation

Delegation’s representation activities

·        
Maintain
good and effective contacts with the relevant national authorities and local
operators in the field.

·        
Prepare
and assist in missions from Headquarters.

Policy Analysis – Policy analysis and preparatory assessments

·        
Follow
up the economic, competitiveness and investment situation, aspects, trends and
/ or developments in Uganda and in the region.

·        
Analyse
and / or assess relevant data and information in order to develop, support,
implement and / or monitor policy-making, and / or management and planning
decisions.

·        
Prepare,
run, carry out and / or manage studies, open and internal consultations,
extended ex-ante impact assessments and / or Inter-active Policy Making
instruments aimed at the preparation of new EU policies and / or amendments
thereof.

·        
Contribute
to drafting and updating comprehensive analysis reports, annual reports,
synthesis reports and / or briefings.

·        
Develop,
propose and follow up statistical surveys, data collection and information
gathering activities.

·        
Compile,
process and / or structure data from various sources and prepare them for
decision-making. Perform long-term forecasts.

Policy Analysis – Sector analysis, strategy formulation and
programming

·        
Support
policy dialogue with all relevant ministries, agencies, donors and other
relevant stakeholders in all areas of concern.

·        
Contribute
to sector analysis and to the definition of a sector strategy for the European
Community, e.g: programming Country Strategic Paper (CSP), National Indicative
Programme (NIP) etc.

General Program
Management
– Focal person for
Regional Programmes and PSD/TRA AllACP

·        
Receive
and disseminate information relating to the Regional Strategic Paper implementation
to the relevant colleagues and/or institutions.

·        
Contact
point for questions raised on the Regional Programmes.

·        
Promote
PSD/TRA All ACP regional Programme activities: relevant information circulated
to colleagues, other DPs and relevant Ugandan institutions; vice-versa, share
relevant piece of information with All-ACP programmes.

·        
Facilitate
missions if any.

 

Qualifications, Skills and Experience:

·        
The
applicant for the European Union (EU) Programme Officer – Private Sector
Development and Trade Related Assistance job must have three years of
experience in international cooperation and development

·        
Languages:
English and French
