About US:

Enabel, the 
 Belgian   Development   Agency, together 
 with   different   Government Ministries, are
implementing the bilateral Co-operation between Uganda and Belgium.

 

Enabel with funding from
the European Union is implementing a project on Climate change and Forestry
management.

 

Key Duties and Responsibilities:  

Collaborator of the
Intervention

Planning

·       
Prepare
a detailed implementation plan covering the duration of the project, including
identification of detailed activities, personnel, and financial resources.

·       
Prepare
annual and quarterly operational plans in line with Enabel procedures including
studies, training programmes and implementation tools.

Execution

·       
Preparing
detailed terms of reference for consultants and service providers where they
are needed, and ensuring the resultant procurement.

·       
Supervising
the work of consultants and service providers to ensure delivery of the planned
outputs.

·       
Mobilising
and coordinating with key stakeholders at all sub—national levels to ensure
delivery of the project outputs.

·       
Linking
with all the consortium staff members based in the four project districts.

·       
Ensuring
efficient and effective budget implementation at all sub—national levels.

Monitoring and
Evaluation

·       
Prepare
a detailed M & E plan, ensuring that the right information is collected in
accordance with the project log frame.

·       
Ensure
the right information is collected and fed into the Enabel databases, and the
outputs are used in improving performance of the project.

·       
Ensure
that the different H & E activities are carried out correctly and on
schedule

·       
Provide
feedback to Project Management regarding adjustments in implementation
necessitated by lessons learnt in the course of implementation.

Technical
Collaborator

Information

·       
Keep
abreast of developments in the forestry, climate. and energy sectors and the
related policy dialogue in Uganda and at international level, and the refugee
policy environment at both levels;

·       
Participate
in scientific and technical fora Vin the forestry, climate. and energy sectors;

·       
Provide
relevant information (within Enabel’s information management policies) where it
is needed to advance the cause of managing forestry, mitigation! adaptation of
climate change, energy conservation at international, national, and
sub—national levels.

Contribution

·       
Provide
technical expertise to Enabel and the consortium during preparation of projects
and programmes relating to the area of expertise

·       
On
behalf of Enabel, participate in the sub—national, national, and international
institutions and organisations meetings, workshops and conferences

·       
On
behalf of Enabel, participate in coordination arrangements spearheaded by other
actors on the forestry, climate, and energy scenes when called upon

Quality assurance
and Knowledge Management

·       
Ensure
that consultants’ and service providers produce high quality reports as spelt
out in the ToRs

·       
Participate
in technical meetings and provisional technical and final ac—acceptance of
studies and investments of the project

·       
Advise
the project partners on the most appropriate technologies and procedures to use
in the project interventions regarding forestry, climate, and energy.

Knowledge
management

·       
Work
with a researcher’s attitude so as to contribute to the knowledge base in the
forestry, climate change, and energy disciplines

·       
Continuously
self—manage the improvement of one’s knowledge on the basis of one’s
experiences, with advice of sector and thematic experts and by being part of
professional and/or_ scientific networks

·       
Coordinate
with the research and development agencies in the regions to field test and
disseminate technological innovations and practices designed for the conditions
in the project districts

·       
Introduce
new technologies and methods in the learning process

·       
Deliver
the generated knowledge and factual data to the appropriate level.

Communication

·       
Participate
in the development and Implementation of a project communication strategy,
corresponding to EU standards

·       
implement
a CAD strategy with the Enabel Communication service and produce CAD
information formats (blogs, videos. newspapers articles. scientific
articles…)

·       
Produce
strategic, policy and technical communication about the progress made in the
intervention

·       
Produce
factual data (evidence) about innovations and achievements and present them
(posters, presentations at conferences…)

Facilitator:

·       
Incorporate
capacity needs assessment and development of project partners with respect to
implementation of the project activities

·       
Where
needed, contribute expertise in the training of project staff and partners
regarding forestry, climate, & energy disciplines

·       
Facilitate
the initial coordination activities like platform discussions, coordination
meetings at sub-national levels, and stakeholder exchange visits.

 

Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a Master’s Degree in Natural Resources, Forestry,
Climate and Energy Management;

·       
A
minimum of seven years of proven relevant experience in Climate and Forestry
Management;

·       
Proven experience
in working with district official in the Natural Resources department;

·       
Demonstrated
ability to effectively work with Local Government officials and other actors in
the region e.g. CSOs, Government Refugee Agencies, etc.

·       
Demonstrated
ability to coordinate multidimensional stakeholders

·       
Understanding
of the complexity of the relationship between refugees and host communities

·       
Demonstrated
ability to develop guidelines and tools in any of the fields of forestry
climate, and energy

·       
Demonstrated
ability to work with local communities, and small-scale forest-based
enterprises

·       
An
understanding of the practical connection of natural resources and energy,
especially as it applies to local communities

·       
Ability
to work with the common computer programmes (word, excel, PowerPoint

·       
Strong
communication, reporting, negotiating and networking skills:

·       
Experience
in managing international co—operation programmes is an asset.

 

 

Salary Package: Enabel will offer a gross salary package of between ugx 7,200,000 and ugx
8,000,000 medical insurance and a 13th Month package paid in December. Salary
is accordance to the years of experience.
