About RBF Health:

Cordaid has long
been a Results Based Financing (RBF) in the health sector with its first
implementation in Rwanda in 2001, after which it has been successfully applied
in more than 15 countries, most of them in Sub-Saharan Africa including and
Zimbabwe. In Uganda, Cordaid initiated and financed an RBF pilot in Kamuli
District in 2009 in collaboration with the Health Office of the Catholic
Diocese of Jinja and the Kamuli district Health Department/ Office.

In Partnership with
the consortium of Amref Health Africa with support from the Royal Netherlands
Embassy in Uganda, Cordaid will contribute to implementation of the Integrated
Sexual Reproductive Health Program in High Burden Districts (ISPHD) of Uganda
Program in the period 2020-2024. The program aims to improve the wellbeing of
young people (age 10-24) and women (age15-49) including underserved groups, in
the districts of Southwest: Rukiga Kabale, Kisoro and Kanungu, East Centeral:
Bugiri, Mayuge, Iganga & Namayingo; and the East: Mbale, Budaka, Bukwo and
Kween, and Kalanga, through addressing the disproportionate burden of SRHR
violations and SGBV among young people and women.

Cordaid will
contribute to Strengthening Health Systems to provide quality and Rights Based
SRHR/SGBV Services linking nearly to all programme interventions at the supply
and demand sides through its RBF model.

 Through the RBF
approach, Cordaid Uganda therefore invites high level experienced professionals
to apply for the position of Lead Verifier.

 

Job Summary:  The lead verifier will oversee the
verification of quantity and quality of services delivered by the contracted
health facilities throughout the project life time. This will involve counting
the number of services in the registers for each service incentivised under the
RBF and compare with the numbers reported and declared by the health facilities.
The lead verifier will provide feedback directly to the health facility
administration- following the completion of the exercise and agree on the
results. In order to strive for maximum transparency during the quantity
verification and to avoid the risk of collusion, each health facility register
will be co-verified by another hospital staff member. This will also result in
continued training on the job on proper registration and record keeping.

 

The lead verifiers
will report directly to the SRHR/SGBV Manager

 

Key Duties and Responsibilities:  The lead verifier is the verification focal
person. Working closely with one verifier and the RBF advisor, S/He will carry
out the following core tasks;

Conduct
monthly quantity audits at contracted health facilities timely and accurately

·       
Lead the
Identification, documentation and reporting of gaps and guidance on
improvements to health facility staff

·       
Lead the
compilation and submission of timely the monthly verification reports

·       
Timely
sampling of clients from the hospital registers for follow up of ‘client
satisfaction surveys’ by the CBO’s

·       
Leading
the activities of the teams when in the field ensuring collaboration with other
consortium activities as and when required .

·       
Compile
the verification schedule and Terms of Reference for field visits

·       
Co-coordination
of all verification tasks and arrangements

·       
Timely
liaison with the other Verifiers for their activities

·       
Primary
logistic contact persons for the health facilities, CBOs and quality verifiers;

·       
Ensure
data management and conduct the entry of monthly quantity data, quarterly
quality data quarterly community satisfaction data into the agreed electronic
data system;

·       
Conduct
preparation of quarterly invoices and reports

·       
Monitor
the use of the RBF-subsidies in the contracted HFs and submit quarterly subsidy
use reports to the Team Leader.

·       
Make a
quarterly analysis of the contracted HFs performance and classify the HF
accordingly.

·       
Permanent
liaison with the with the RBF expert and the SRHR/SGBV manager

·       
Support
RBF Expert and SRHR manager during project trainings and workshops

·       
Conduct
fieldwork as and when required in line with the field work plan

·       
Submits
weekly updates to the RBF expert

·       
Represent
the Cordaid Uganda Office, establishing and maintaining good relations with
consortium colleagues and other key stakeholders in the targeted districts

·       
Leads
personnel in accordance with management style and social policy of Cordaid,
focused on productivity, employee development and satisfaction. Ensures
efficient use of resources and controls quality of work as outlined in the
approved technical and financial proposal

 

Qualifications, Skills and Experience: Considering the multiple tasks of the lead verifier,
the following qualifications will be required:

·       
Undergraduate
degree in business administration, healthcare or other relevant credentials;

·       
Statistical
competences and a high degree of proficiency in software applications such as
Word and Excel;

·       
Familiarity
with health financing and economic analysis methodologies

·       
At least
two years of data-collection and management work experience;

·       
Experience
of RBF implementation process: ex-ante, ex-post verification, data collection,
invoicing and contracting of health facilities, indicators

·       
Excellent
communication and facilitation skills, including the ability to establish good
working relationships, to transfer skills and knowledge, and to provide
technical assistance to key actors.

·       
Fully
proficient in the following software applications: Windows, Excel, Word,
Outlook, PowerPoint.

·       
Knowledge
of and experience in working with DHIS2 

·        Proven planning and coordination skills;

·       
Excellent
English (oral and writing);
