About US:

The Public Service
Commission is established under the provisions of  Article 165(1) of the
1995 Constitution. In fulfillment of its functions under Article 166,  the
Commission is required to make a report to Parliament in respect of each year’s
performance of its functions.

 

Key Duties and
Responsibilities:
The incumbent
will be responsible to the Senior Marine Safety Officer for performing the
following duties:-

·        
Participating
in the formulation of Policies and strategies intended to promote safety and
efficiency of water transport;

·        
Participating
in the development of Merchant safety shipping regulations;

·        
Supervising
manning vessels, qualifications and training of seafarers and issuance of
relevant certificates related   to
manning of vessels;

·        
Assisting
in the planning, monitoring and evaluation of training programs against any
maritime conventions;

·        
Assisting
in the management of training, recruitment and welfare of Uganda seafarers;

·        
Participating
in dealing with prevention of collisions of ships and safety of navigation
through installation of Aids to Navigation and their maintenance and
investigation of maritime related accidents;

·        
Assisting
in the coordination of matters relating to the national maritime search and
rescue activities;

·        
Coordinating
hydrographic surveys, dredging works and charting of waterways including
updating hydrographic information;

·        
Ensuring
compliance by the Maritime Training Institutes and training centres with STCW
95 convention as amended and other relevant sections of IMO conventions;                       

·        
Any
other duties as may be assigned from time to time.

 

Qualifications, Skills and Experience:

·        
Applicants
should be Ugandans in possession of an Honours Bachelor’s Degree in Business
Administration; or Economics; or Mechanical Engineering; or Arts; or Social
Sciences; or Mass Communication; or Information Technology; or Transport and
Logistics Management; or Master Mariner and Chief Engineer Certificate; or
related qualification in Marine Transport from a recognized
University/Institution.

·        
Ethics

adapt to multi-cultural settings; effective organizational and planning skills;
time management skills; technical skills; report writing skills; negotiation
skills; capacity for teamwork; innovation and concern for results, quality and
standards.
