Job Summary:  The Senior Technical Advisor, Quality
Improvement (QI) under the supervision of the Program Manager RMNCAH will be
responsible for providing leadership, management and technical guidance for QI
for the Family Health (FH) component of the USAID RHITES SW program. The staff
is responsible for ensuring development and implementation of quality improvement
approaches across the MNCH cascade, by providing the strategic QI guidance.
He/She shall be responsible for capacity building in QI for MNCH across all
supported districts and local partners, working through the Program Officers
(POs) and the district focal persons. The Advisor shall ensure the QI strategy
is mainstreamed in the district plans, to ensure sustainability; and ensure to
meet all reporting requirements: for donor and partner agencies. The Senior
Technical Advisor QI shall be based at the USAID RHITES SW office in Mbarara,
with frequent trips to the districts and supported sites in south west.

 

Key Duties and Responsibilities:  

·       
Develop
and implement QI work plans to address priority quality gaps and provide a
strategy for national/regional level scale up.

·       
Develop
and test tools and guidelines for QI activities and support their roll out
through the Ministry of Health structures in the region.

·       
Build
the capacity of the partners, regional, district QI teams to use the QI
approach to improve the quality of care.

·       
Coordinate
and liaise with the relevant Ministry of Health departments to implement QI
interventions for the MoH priority areas in the districts.

·       
Evaluate
and modify QI strategies in line with USAID RHITES-SW Activity work plans.

·       
Facilitate
peer-to-peer learning sessions, synthesize and document emerging changes.

·       
Document
best practices in form of case studies, success stories, abstracts, video clips
in addition to the routine monthly updates, quarterly, semi-annual and annual
reports.

·       
Guide
and facilitate quality data collection to capture process and outcome
indicators across partners

·       
Develop

·       
Facilitate
peer-to-peer learning sessions, synthesize and document emerging changes.

·       
Document
best practices in form of case studies, success stories, abstracts, video clips
in addition to the routine monthly updates, quarterly and annual reports.

·       
Guide
and facilitate quality data collection to capture process and outcome
indicators across partners

·       
Collect,
review and manage data from the health facility/community teams, and maintain
QI and M&E databases for sites supported.

·       
Perform
any other duties as assigned by the supervisor

 

Qualifications, Skills and Experience:

·       
The
applicant must hold a Bachelor’s degree or its equivalent in Medicine, Nursing
and midwifery, Public health, or related field

·       
An
advanced degree in Public Health is an added advantage

·       
Adequate
knowledge and at least 4 years’ experience of quality improvement

·       
Experience
working with PEPFAR supported integrated HIV/RMNCAH care and treatment programs

·       
Good
knowledge and experience of the public health systems in Uganda

·       
Demonstrable
mentorship and facilitation skills

·       
Minimum
knowledge of Microsoft Office package (Word, Excel minimum) and the Internet;
experiences in conducting training; good written and oral communication skills

·       
Ability
to collect, analyze quantitative and qualitative data, evaluate quality data,
and present findings in clear and effective format

·       
Familiar
with basic communication technology to manage virtual meetings

·       
Excellent
interpersonal and team communication and working skills.
