 About US:

Since 2000, the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) has
been supporting prevention of mother-to-child transmission of HIV (PMTCT) and
HIV/AIDS care and treatment services in Uganda. EGPAF-Uganda is a leading
provider of technical assistance to Uganda’s Ministry of Health, and provides
clinical service delivery support at the facility, district, regional, and
national levels. We work closely with Uganda’s Ministry of Health and other
partners to increase access to comprehensive, high-quality HIV prevention, care
and treatment, and TB services for women, children, and families living with
and affected by HIV and AIDS. 
EGPAF-Uganda currently supports services at 808 health facilities in 18
districts in the Southwest Region.

 

Job Summary:  The
incumbent will offer technical support, monitor and evaluate delivery of HIV
Care and Treatment in accordance with national HIV/AIDS policies and standards.
The technical advisor will be expected to work closely with the BP members to
ensure smooth implementation of the project. He/she will work closely with a
team of other advisors, regional IPs and the MOH to support implementation of
the project.

 

Key Duties and
Responsibilities:

·        
S/He
will provide technical leadership to the Uganda ViiV project and ensure
technical soundness of the program

·        
S/He
will participate in the development of ViiV work plans at the project level,
district and health facilities.

·        
S/He
will be responsible for the ViiV project management

·        
Provide
technical assistance to MOH pediatric HIV care and treatment program

·        
Improve
identification, treatment initiation, retention and viral suppression of
pregnant and lactating women and children living with or exposed to HIV

·        
Main
focus being HIV positive adolescent girls who are pregnant and lactating;

·        
New
& optimized programming necessary to cover the retention gap for adolescent
girls who are pregnant and lactating including retention in PMTCT/HIV Care with
an aim of covering drop off along the PMTCT cascade (only 60-70% of infants
reached within first 2 months if life).

·        
Explore
Technical assistance gaps at central level & work together with partners to
developing a Uganda paediatric HIV community intervention manual based on TAFU
model.

·        
Continuously
examine emerging programming gaps due to the shifting landscape so as to remain
responsive to the needs of the national program.

·        
Promote
the documentation of best practices and lessons learned that can be shared at
subnational, national and international fora

·        
Write
high-level summary progress reports for stakeholder updates

·        
Perform
other duties to support the program as assigned

 


Qualifications, Skills and
Experience:

·        
The
applicant must hold a Bachelor of Medicine and Bachelor of Surgery Degree. A
Master’s in Public Health or related qualification will be an added advantage

·        
At least
seven years of experience in planning and implementing HIV/AIDS prevention,
control and case management.

·        
Experience
working/collaborating with Ministries of Health and other Implementing Partners
on the implementation of technically sound public health programmes, including
HIV, prevention, care and treatment interventions

·        
Practical
experience in working with health systems at the district level

·        
Sound
understanding of current issues and developments in the field of HIV/AIDS and
especially PMTCT, ART and Pediatric care and treatment.

·        
Experience
with PEPFAR – supported projects is an added advantage

·        
Prior
experience coordinating HIV & AIDS quality improvement initiatives is an
added advantage

·        
Ability
to work in a team (good team player)

·        
Excellent
training and mentorship/coaching skills and experience in coordinating large
scale capacity building initiatives.

·        
In-depth
knowledge in health care operations research and formulating project proposals

·        
Strong
interpersonal, oral and written communication skills including the development
of reports
