About US:

The Infectious
Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission
is to strengthen health systems in Africa, with strong emphasis on infectious
diseases, through research and capacity development. IDI has six operational
areas through which it works to achieve its mission: Prevention, Care and
Treatment; Training, Research, Laboratory services (including the CAP-certified
IDI Core Lab & Translational Lab), Global Health Security and Health System
Strengthening.

 

With funding from
Centre for Disease Control and Prevention (CDC/PEPFAR), and in partnership with
Population Council, IDI is implementing the project “Enhanced Integrated
Surveillance, Prevention, and Treatment for Key and Priority Populations in
Uganda”. The project provides technical assistance to the MOH and CDC-sponsored
regional implementation mechanism (RIMS) to develop, monitor and evaluate new
ways of providing combination prevention to Key and Priority Populations; as
well as conduct integrated bio behavioral surveys (IBBS) among Key Populations.

 

Job Summary:  The Key Populations (KP) Technical Officer
will be responsible for providing direct technical support to Government
Agencies and Regional Implementing Mechanisms (RIMs). This includes KP Civil
Society Organizations (CSOs) to enhance their capacity to deliver and monitor
high quality and friendly HIV-related prevention, care and treatment (PCT)
services for key and priority populations in line with government of Uganda
guidelines and policies.

 

Key Duties and Responsibilities:  

·       
Work closely with the Project Manager and, in
liaison with project partners, to build

·       
capacity
of Ministry of Health, Implementation Partners including KP CSOs in the design,

·       
implementation,
coordination and oversight for provision of comprehensive services for Key and
Priority Populations

·       
Support technical assistance efforts to build capacity of RIMs and KP-CSOs
and non-health actors to support prevention, care and support services for key
and priority populations; as well as address structural barriers that affect
delivery of such services to key and priority populations

·       
Support RIMs to enhance their capacity in key
population performance monitoring and

·       
routine
data use.

·       
Participate in identification, implementation and
documentation of continuous quality

·       
improvement
activities and best practices along the HIV continuum of testing, treatment,

·       
and
retention especially in the context of COVID-19.

·       
Support translation of national HIV prevention
policies and protocols into operational work plans and budgets to guide
implementation of HIV services responsive to the nee
ds of key and priority populations

·       
Participate in documenting, tracking and reporting
on the project efforts based on the Projects Theory of Change

 

Qualifications, Skills and Experience:

·       
The
applicant must hold a
Bachelor’s degree in a medical related field

·       
A master’s degree in a health related field or
social sciences

·       
Training and experience in clinical management of
HIV/AIDS, counselling and support

·       
Additional training and experience in key and/or
priority population programming.

·       
Up-to-date knowledge of national HIV/AIDS prevention
and management gui
delines and
policies.

·       
Specialized knowledge of HIV programming for key and
priority populations in need of

·       
HIV
prevention, care and treatment services.

·       
Good communication, organization and management
skills.

·       
Understands client confidentiality and exhibits a high level of ethical conduct.
