Job Summary: Within the framework of the Food and
Agriculture Organization of the United Nations (FAO), Emergency Centre for
Transboundary Animal Diseases (ECTAD), under overall supervision of the Chief
Veterinary Officer (CVO)/Chief, Animal Health Service (AGAH), the functional
and administrative supervision of the FAO Representative in Uganda, and direct
supervision of the ECTAD Country Team Leader, in close collaboration with the ECTAD Regional Manager Eastern Africa,
Nairobi and the Animal Health Officer at
SFE..
Key Duties and Responsibilities: The National Project Coordinator will
undertake the following duties and responsibilities:
- Provide overall leadership, management and technical guidance to
ensure the achievement of project objectives and delivery of project
outputs at the country level in close consultation with the FAOR, the CTL
and Government authorities. - Plan the recruitment, develop TORs and provide supervision of
short-term consultants required to undertake specific tasks within the
framework of the project as set in the Statement of Works (SOW) and/or
Work Plan (WP), - Facilitate country specific field missions to achieve the aims and
objectives of the project. - Contribute to updating or development of a country level strategy
and contingency plan for African Swine fever (ASF), - Coordinate national validation workshop for the country strategy and
contingency plan for ASF, - Coordinate in-country national consultative workshops on
public-private sector engagement to control ASF - Coordinate national workshops on biosecurity and animal husbandry
practices - Monitoring and reporting on indicators and targets set to evaluate
the progress and results achieved by the project in 2020; and for planning
the implementation for year 2021. - Ensuring accurate and timely submission of quarterly and annual
activity progress reports, and financial reports to the FAOR or his
designate; - Work closely with the designated M&E officer to collect data and
conduct monitoring and evaluation on implemented activities per SOW/WP
requirement; - Maintain records, with support of the operation officer/assistant,
on technical and financial aspects of project operations, including
monitoring of project activities and their outcomes, as well as minutes,
decisions and [1]recommendations of meetings and workshops for support and
guidance of project implementation - Participation in advocacy and policy dialogues with decision makers,
private sector, and national and regional partners, and
Advocacy for
resource mobilization
- Coordination with partners and stakeholders – ensure smooth
communication between all partners and stakeholders in the country
including the relevant ministry, private sector/s and partners by: - Work closely with the national point of contact POC at the
respective Ministry, and other relevant partners to ensure effective
planning, implementation and monitoring of the project activities and
shared results, - Maintain linkages with regional organisations – AU-IBAR, EAC, IGAD,
ILRI to coordinate the revision and costing of the Africa ASF control
strategy (2017) and national counterparts on issues included in the
portfolio of this project, - Participate at the regular and ad-hoc coordination calls between –
country – regional – HQ; - Participate at all national and regional meetings where country
specific experience on project progress as well as challenges can be
shared; - Identify gaps and potential issues in project delivery and propose
solutions and / or improvements - Ensure recommendations made as a result of the consultative process
are implemented - Perform any other duties deemed necessary to achieve project
objectives as per the request of the FAOR
Qualifications, Skills and Experience:
- The ideal applicant for the Food and Agriculture Organization of the
United Nations (FAO) National Project Coordinator job must hold a Master’s level degree in veterinary
science/medicine – Advanced degree in Veterinary Epidemiology is an added - Minimum of five years of increasingly responsible professional
experience in rural development work preferably in programme management in
animal health; - Substantive knowledge and practical experience in Transboundary
Animal Diseases, particularly ASF, in terms of population, management, and
gender programming; - Good understanding of the Government systems, particularly in the
veterinary / animal health service areas; - Experience in working in a multi-cultural environment and at
district and/or community level; - Good analytical and strategic thinking and sound judgment; team
building and advocacy skills; - Experience in programme/project planning, design, follow-up,
monitoring and evaluation; - Strong verbal and written communications skills are a strong asset;
- Fluency in English;
- Must be a Ugandan National
