Job Summary:  As the Country Office concludes the ongoing
Country Programme and transitions to a new Country Programme the services of a
Governance Specialist are required. 
Under the overall guidance of UNDP Senior Management and direct
supervision of the Team Leader, RLCD, the Governance Specialist will contribute
to delivery of the UNDP Governance portfolio notably the Rule of law and Constitutional
Democracy programme.

 

Key Duties and Responsibilities: 

Contribute to
programme and project management through the following actions:

  • Support partners in the implementation of ongoing activities under
    the Country Programme such as for the RLCD and the Spotlight Country
    Programme;
  • Provide quality assurance support during programme planning,
    implementation and progress monitoring and reporting;
  • Provide timely and relevant technical and operational information in
    preparation of UNDP Country office‘s (CO) participation in inter-agency
    and other development group focusing on issues of thematic and
    institutional linkages and coordination.
  • Support the adoption and application of the 2030 agenda for
    development and the Sustainable Development Goals, Results Based
    Management(RBM), Gender Mainstreaming and Transformational Development
    Approach (TDA) methods in project implementation and reporting;
  • Contribution to continuous monitoring and assessment of the
    programme impact with special attention to potential perverse effects to
    political, social and economic governance including human rights, in order
    to inform strategy readjustments;
  • Preparation of regular updates on programme component activities,
    outputs and outcomes as input to aggregate RLCD programme reports;
  • Contribution to continuous risk assessment, analysis and management;
    identification of operational and financial problems; development of
    solutions and participation in programme audit planning, implementation
    and follow up; and
  • Contribute to project closure processes for the concluding projects
    and transition to the new CP and projects;
  • Undertake other duties assigned by the RLCDP Team Leader.

Support to
Programme and projects design:

  • Contribute to the ongoing programming for the new Country Programme
    and projects through translating UNDP priorities, strategies and lessons
    learn to inform local interventions;
  • Conduct research on topics as assigned, analyze information and
    synthesize into a clear summary to facilitate strategic programme and
    projects design and
  • Coordination of consultations as guided.

Contributing to the
nurturing of strategic partnerships with focus on:

  • Prepare bankable concept notes/papers, project proposals;
  • Provide analytics to inform policy and programming and resource
    mobilization;
  • Support to identification, mobilization and engagement of key
    stakeholders at the national and local levels (CSOs, CBOs, Social
    Networks, Community leadership and private sector) to foster  programme ownership and partnerships;
  • Reporting the extent of stakeholders’ ownership of development
    strategies promoted by UNDP;
  • Provide technical guidance and input to partner support in programme
    thematic support areas such as rule of law, access to justice, human
    rights, accountability, Parliamentary Development and elections; and
  • Contribute to the identification and maintenance of contacts and
    effective relations with partners.

Contribute to
evidence based generation, knowledge building, quality periodic reports and
advocacy through:

  • Provision of quality support to analytical works to support evidence
    based decision-making in the pursuance of good governance;
  • Prepare legal research and analysis for informing development and
    advise on  products such as thematic
    reports, assessments, policy briefs, 
    guidelines and communication materials;
  • Participation in legislative reviews and drafting of commentaries ;
  • Support to the processes of policy reform toward a rule-law-rooted
    democracy in Uganda;
  • Provision of timely and relevant technical and operational
    information in preparation of UNDP CO‘s participation in inter-agency and
    other development group meetings, focusing on issues of thematic and
    institutional linkages and coordination;
  • Contribution to knowledge networks and relevant communities of
    practice; and
  • Provision of periodic analysis and sharing of lessons learned
    reports.

 

Qualifications, Skills and Experience:

  • The applicant for the United Nations Development Programme (UNDP)
    Governance Specialist job must hold a Bachelor’s Degree in Law.  Master’s degree in Law, Governance areas
    of Public Administration, Social Sciences or related field will be added
    advantage.
  • At least five years of progressive experience in the area of
    Governance;
  • Programme and Project development and management, with focus on
    planning, monitoring, reporting, and stakeholder liaison;
  • Work experience with an international or local development
    organization;
  • Legal, research, analysis, policy formulation and advocacy;
  • Experience in the usage of computers and office software packages,
    good knowledge and experience in handling of web-based information
    management systems.
  • Proven ability to draft, edit and produce results-focused reports
    and papers.
  • Language: Fluency
    in English;
