About USAID ICYD Project:

The USAID Integrated
Child and Youth Development Activity (USAID ICYD Activity) aims to improve
learning outcomes, advance HIV epidemic control in Uganda, and ensure that
children and youth have the opportunity to lead resilient, healthy and
productive lives. The USAID ICYD Activity will deliver critical HIV/GBV/violence
prevention and response services to children and youth and their families in
communities, clinics, and schools. Within USAID’s Journey to Self-Reliance
Framework, USAID ICYD Activity will build the operational and technical
capacity of four Ugandan Primary Local Partner (PLP) organizations to become
direct recipients of USG funding within two years while strengthening
government capacity to deliver core services to children within an integrated
referral network and case management system. WEI/Bantwana is a leader in OVC
programming and organizational capacity development in high HIV prevalence
countries in southern and eastern Africa.

 

Job Summary:  The Social Protection Manager supports and
manages the technical implementation of the social protection package across
the four zones and 38 districts of the USAID ICYD Activity national program
working closely with the case management and technical leads to support layered
service delivery at clinic, school and community levels. The social protection
package will include a strategic mix of parenting, education subsidies,
community-based youth programming, early childhood development for HIV exposed
infants and their mothers, and other social protection supports as informed by
the family case management plan. The Manager will lead the technical capacity
development of the 4 PLP USAID ICYD Activity partners working closely with
other technical leads to ensure and coordinate flow down of expert technical
support at zonal levels. The Manager will provide technical support to
translate social protection programming plans into activities, outputs, and
outcomes that ensure children and families are thriving and resilient. The
Manager will operate out of the national Kampala office and work with zonal
teams. Specific responsibilities are as follows:

Key Duties and Responsibilities:  

·       
Design
and lead the implementation of social protection package in tandem with the OVC
technical team

·       
Work
with the technical team to develop a layered service delivery approach at
community, clinic and school levels

·       
Oversee
training and delivery of appropriate social protection curricula and
interventions

·       
Support
efforts to strengthen linkages between communities, schools and clinics within
an integrated referral network and case management system.

·       
Support
zonal coordinators in the technical capacity development and quality service
delivery of social protection supports.

·       
Train,
mentor, and support partner organization staff in the implementation of all
social protection activities for adolescent girls and young women, OVC and
children and adolescents living with HIV (C/ALHIV)

·       
Support
the SRGBV Advisor to provide leadership oversight and technical support in the
implementation of GBV and gender norms change for adolescents and caregivers of
OVC and AGYW.

·       
Monitor
the implementation of work plan activities, manage and track budgets for social
protection field activities

·       
Analyse
and monitor trends, opportunities and challenges related to delivery of
integrated social protection services

·       
Conduct
site visits and spot checks to zones in tandem with other technical leads

·       
Liaise
with the M&E team in tracking and reporting related targets

·       
Compile
quarterly and annual progress reports and other strategic documentation, as
needed.

 

Qualifications, Skills and Experience:

·       
The
ideal candidate must hold an advanced degree in social work, health or other
social service related degree plus a minimum of 5 years relevant working
experience

·       
At least
5 years proven experience in the design, implementation and management of
parenting, education, or other social protection programs, preferably under
PEPFAR/USAID programming

·       
Experience
in stakeholder engagement with government, donors, civil society at senior
levels of authority

·       
Experience
in working with different stakeholders leading coordination efforts

·       
Excellent
interpersonal and communication skills

·       
Facility
with excel or other data programs and proven capacity to analyze and use data
to refine programming

·       
Ability
to work independently, take initiative and leadership
