Job Summary:  The MEL Manager- PEPFAR takes the lead in providing
technical expertise to ensure that the RHITES-E Activity has a strong results
framework; generates high-quality evidence, captures and reports high-quality
results, and applies rigorous monitoring and evaluation (M&E) approaches in
the implementation of the Activity’s robust M&E System. S/he will be
responsible for managing RHITES-E’s M&E and Learning activities, including
ensuring compliance to the existing MEL framework and tools and putting in
place, as well as implementing existing data quality assurance processes to
ensure the timeliness and validity of data entry and analysis. The MEL Manager
will work in collaboration with other MEL staff and USAID and lead the
harmonization of PEPFAR and MOH programming and data practices. The MEL Manager
will strengthen the capacity of M&E Officers, Data Assistants, and Health
Informatics Assistants to improve their M&E strategies, plans, processes,
tools, and RHITES-E results. Working collaboratively with the M&E Managers,
s/he will implement a system of constant data collection and analysis that
informs the MEL Director, as well as the technical team leads. This position
reports to the MEL Director and works closely with the technical teams as
required.

 

Key Duties and Responsibilities: 

  • Work with the MEL Director to Manage and implement RHITES-E rigorous
    approaches to monitoring and evaluation, including paper-based, mobile,
    web-based, and other electronic technology systems for monitoring
    performance toward specific goals and objectives.
  • Oversee all aspects of the performance measurement for the PEPFAR
    interventions, including day-to-day tracking, reporting on activities, and
    quality assurance.
  • Regularly, prepare and ensure timely submission of RHITES-E Activity
    performance monitoring plans, including developing and defining program
    indicators and sources of data, as well as contributing to annual work
    plans, and other project documents.
  • Supervise and support MEL Officers, and HMIS teams at various levels
    to conduct frequent and routine data verification and quality assessment
    exercises as per the Activity AMELP and internal needs.
  • Track district-level and facility-level performance through focal
    technical staff, Cluster teams, and the MEL team.
  • Work closely with the MEL Director to provide technical and managerial
    leadership in the design and implementation of all project evaluation and
    research efforts.
  • Participate in writing regular progress reports of project
    activities and results for USAID and other stakeholders, including
    responding to all USAID requests for data on time.
  • Provide strategic, technical and coordination support to the
    Activity team to effectively support the strengthening of the HMIS at
    district, facility, and community levels
  • Conduct periodic MEL/Program Performance gap assessments covering
    specific MEL activities, processes, and tools to ensure the project stays
    on track.
  • Guide and Support MEL staff (Bio-statisticians, MEL Officers, Data
    Assistants and Health Management information system Assistants) and
    consultants on the PEPFAR and MOH M&E standards and requirements.
  • Contribute to strategic discussions on the project learnings;
    support work that establishes and maintains standards, guidelines, and
    quality assurance mechanisms in MEL for PEPFAR programming, and inputs
    into cross-organizational learning.
  • Work with the MEL Director and the Knowledge Manager to ensure data
    and learnings are prepared for dissemination.
  • Work closely with IntraHealth’s headquarters MEL and Communications
    teams as appropriate and share achievements and results within IntraHealth
    for organizational learning.
  • Represent the RHITES-E Project in external meetings nationally and
    internationally as required

 

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a Master’s degree in Public Health,
    demography, Statistics, Social Sciences, or similar field.
  • At least seven years of related M&E experience. USAID and/or
    PEPFAR reporting experience is a must.
  • Experience using quantitative statistical and qualitative data
    analysis software
  • Demonstrated skills in conducting research, developing research
    protocols, articulating research questions, quantitative and/or
    qualitative data analysis.
  • Proven data management and health programming experience and
    knowledge. Adequate research skills including usage experience of DHIS2
    and other statistical software.
  • A strong team player with excellent interpersonal skills and the
    ability to work in a high profile, fast-paced environment.
  • Strong written and oral communication skills with a demonstrated
    ability to review, synthesize information and produce quality reports
  • Proven self-starter and ability to work with limited supervision.
  • Ability to handle multiple tasks simultaneously, prioritize
    assignments, work effectively under pressure, and meet deadlines.
  • Microsoft Office computer skills, proficiency in Word, Excel,
    PowerPoint, and Outlook.
