a relatively small, quality-focused international NGO specializing in child
protection, mental health and psychosocial support.

 

Job Summary:  The role of the Logistics Coordinator is to
contribute to strengthening War Child Holland’s humanitarian activities,
specifically to provide technical and daily support to Kampala and field
offices on all logistical aspects within the mission. Although based in
Kampala, the Logistics Coordinator is primarily a field actor, and therefore
has good understanding of field logistics issues and priorities and works with
the Operations Manager to find solutions timely. The Logistics Coordinator
ensures that WCH’s procurement, transport, stock and storage, fleet, and
equipment aspects and processes are coordinated effectively and efficiently, to
enable project staff and other stakeholders to carry out War Child Programmes.

 

Key Duties and Responsibilities: 

Supply Chain

Procurement
Management

·        
Responsible
for routine coaching of Procurement Officer and follow-up on local
procurements, to ensure timely delivery, policy compliance, and cost-effective
procurement, in line with value-for-money approach;

·        
Responsible
for reviewing and ensuring completeness of procurement dossiers;

·        
Undertake
regular market surveys,  update and
regularly maintain a database of local suppliers, including track records of
past performance and framework agreements;

·        
Support
the Operations Manager in development of project procurement plans and running
tenders;

·        
Adhere
to WCH zero-tolerance policy regarding corruption and fraud, as well as WCH
Code of Conduct, Child Safeguarding and Ethical Procurement Guidelines and best
practices

Stock and
Storage Management

·        
Responsible
for stock and storage management in Kampala capital office;

·        
Ensures
all inflows and outflows from WCH stores are properly recorded, and commodities
accounted for at all times, both in Kampala and field offices;

·        
Ensure
stock reports are prepared in line with WCH policy;

·        
Make
sure that all commodities are transported in a safe manner and are tracked
through the use of waybill;

Fleet Management

·        
Responsible
to coordinate and organize all field transport (in case Kampala office driver
is to be sent on field trip, s/he reports to LogCo directly until s/he
returns);

·        
Responsible
for all WCH fleet maintenance and repairs;

·        
Responsible
to develop vehicle rental contracts, inspect vehicles before hiring, and ensure
that vehicles hire/sent to the field are roadworthy;

Equipment
Management

·        
Responsible
to prepare and maintain countrywide Master Asset list;

·        
Coordinate
with PSOs and ICT Officer (tablets part) to ensure physical inventory of
equipment is done timely;

Support to Field
locations

·        
Conduct
regular field visits and work with PSOs in troubleshooting logistics issues;

·        
Identify
capacity needs of field staff and provide trainings, tools, and technical
follow-up support;

·        
Ensures
proper implementation of Logistics policies and guidelines in the field.

Security and Risk
management

·        
Support
the Operations Manage in the implementation of security policies and
procedures;

·        
Responsible
to provide security briefing to drivers of rental vehicles/field travels on
operational security aspects (e.g speed limit, safety of passengers, reporting
of breakdowns, etc.);

·        
Supporting
the Operations manager in drafting/suggesting security plans for management/HQ
considerations for policy developments.

Documentation,
Reporting, and Archiving of operations activities

·        
Review
logistics reports of PSOs and Procurement Officer, and provide feedback;

·        
Support
the Operations Manager to ensure proper documentation and archiving of logistics
activities

·        
Prepare
and submit accurate and timely Logistics report to the Operations Manager.

·        
Perform
any other duty as may be assigned.

 

Qualifications, Skills and Experience: 

·        
The applicant
must hold a Bachelor’s degree in Procurement and Logistics Management. Preferred

·        
At least
five years of working experience

·        
Fluent
in English (spoken and written word)

·        
Experience
with iNGO and working with institutional donors is preferred.

·        
Good
communication skills, service-oriented and a pro-active attitude

·        
Logical
thinking skills and a practical, hands-on mentality

·        
Result
focused and persistent to reach goals

·        
Technical
knowledge and (basic) technical knowledge on cars. IT knowledge is preferred.
