About US:

The Women’s
Situation Room (WSR) is a neutral, non-partisan mechanism that mobilizes women
and youth to promote peaceful and democratic electoral processes. The WSR also
promotes the enhanced participation of women in peace building in line with the
United Nations Security Council Resolution 1325.

 

Founded by The Angie
Brooks International Centre in Liberia, the WSR was first implemented in 2011
during the presidential elections in Liberia. It has, since then, been
replicated in Uganda in 2016 and in other African countries including Senegal,
Sierra Leone, Kenya, Nigeria and Ghana. It has been acknowledged as an
effective mechanism for promoting peaceful elections by the United Nations
Security Council and by the African Union, which requested that the WSR be
implemented in all African elections.

 

The WSR involves all
electoral stakeholders in consultative engagements to ensure peace before,
during and after elections. It includes a physical Situation Room where women
are involved in advocacy for peace; political and legal analysis of the
situation; and interventions that may include mediation to avert conflict.

 

The overall
objective of the WSR Uganda 2021 is to promote the full and active
participation of women and youth in ensuring peaceful elections and to
contribute to the strengthening and refinement of the WSR mechanism for ensuring
peace in African elections. The Women’s Situation Room Uganda will be hosted by
Uganda Women’s Network (UWONET); with the Women’s International Peace Centre
serving as the WSR Secretariat.

 

Key Duties and Responsibilities: Under the supervision of the National
Coordinator, the IT Specialist will perform the following functions:

  • Management and coordination the WSR IT infrastructure design,
    planning and implementation
  • Development of guidelines for WSR IT management
  • Ensuring quality and timely delivery of IT products and services;
    maintenance and continual updating of systems set-up
  • Monitoring IT connectivity status of all WSR sites; monitoring of
    speed and quality of connectivity and taking corrective actions as
    necessary
  • Monitoring and provision of protection for IT equipment against
    risks
  • Development of a WSR database of information, ensuring adequate
    storage and protection
  • Design of an online interface for the WSR that allows different
    project-related teams to connect and access information for project-related
    needs in a timely manner
  • Development of a User Manual and troubleshooting for  the duration of the project
  • Orientation of WSR Secretariat staff, Eminent Women and Steering
    Committee in the use of IT and online communications as may be required
    due to COVID-19 prevention restrictions of the Elections Roadmap.

 

Qualifications, Skills and Experience: 

  • The applicant must hold a Degree in Information Technology (IT),
    Engineering, Data or Computer Sciences or related discipline
  • Knowledge of and understanding of computer analysis packages such
    SPSS, Excel and others.
  • Working knowledge of Information Technologies
  • Experience with Windows services, web technologies, web services
  • Working knowledge of mobile applications (Android, IOS, Windows
    Mobile) 
  • Ability to handle and manage big data with minimal oversight
  • Ability to work under tight deadlines, manage multi-task
    requirements, high attention to detail and a high degree of pro-activity
    and initiative
  • Hands-on and results-oriented approach
  • Well-developed interpersonal and team working skills, initiative,
    persistence and a positive attitude.
  • Languages: Fluency
    in English is required
