About US:

The Uganda Protestant Medical Bureau (UPMB), a leading
Christian organization coordinating 302 Member Health facilities all over
Uganda is implementing a five-year Local Service Delivery (HIV/AIDS) Activity
supported by USAID to be implemented in three USAID regions of Uganda (Gulu,
Mbarara, Jinja). The project will support private not-for-profit (PNFP) sites
to address gaps through optimization of high yielding HIV Testing and
Counseling Services approaches, improved retention and viral suppression,
provision of HIV/TB care and treatment, scale up services to reach men and key
populations, strengthen the PNFP institutional capacity and quality for
sustainable service delivery and contribute to Uganda’s efforts in reaching and
maintaining epidemic control.

 

Job Summary:  The IT/Informatics Specialist shall plan,
implement, monitor and manage all UPMB IT systems to improve effectiveness and
productivity of the users.

 

Key Duties and Responsibilities:  

·       
Support facilities to set up and maintain
electronic information systems and networks

·       
Develop and implement operational user network
procedures for access and security of the systems support facility IT staff to
utilize and manage Medical records through routine training and onsite
technical support

·       
Monitor IT systems, provide timely advice to
Management for replacements or upgrades

·       
Liaise with administration to maintain an up to
date inventory of all computer hardware and software

·       
Support UPMB and facility M&E staff to
conduct regular backups for data

·       
Manage LAN for UPMB and supported facilities
viii. Provide technical support relating to Accounting packages, Linux software
and other Information Management Systems.

·       
Contribute to the development of scopes of work
and work plans that respond to organizational/project needs

·       
Participate in digital health assessments,
disseminate results and lead discussions finding feasible solutions

·       
Identify and define user requirements and system
architecture design for digital health solutions xii. Track digital health
developments in the health care service delivery to understand their digital
health needs, and identify appropriate innovative solutions

·       
Contribute to documentation and dissemination of
lessons learned from health informatics activities

·       
Code and deploy IT solutions

·       
Provide technical support relating to medical
records software and other Information Management Systems

·       
Maintain computers in good working condition

·       
Provide expert troubleshooting support; problem
solving of the current IT databases

·       
Provide support in development and maintenance
of all UPMB Implementing facilities databases, websites, internet, intranet and
any other electronic/digital office applications

·       
Monitor performance of UPMB email communication
and internet accessibility, liaise with the service providers to ensure the
systems are up and running efficiently, and

 

Qualifications, Skills and Experience:

·       
The applicant must hold a Degree in Computer
Science, Information Technology or related qualification

·       
Post graduate qualification in IT, computer
studies, Network implementation & support training from a reputable
organization.

·       
At least three years’ work experience of
providing IT support in a busy setting &knowledge in management of websites
and databases.

·       
Knowledge of HIV medical records software

·       
Demonstrated analytical and problem solving
ability, high level of integrity and ability to work with minimum supervision.

·       
Strong planning and organization skills – able
to prioritize work load and meet deadlines.

·       
Excellent interpersonal skills
