second largest provider of humanitarian assistance in Finland. We operate in 15
countries, where the needs are most dire. We work with the poorest people,
regardless of their religious beliefs, ethnic background or political
convictions.

 

FCA has since 2018
been the co-lead to the Education Sector Working group together with the
Ministry of Education and Sports (MoES) and UNHCR, to coordinate the
countrywide Education response for refugees and host populations, and to ensure
that all populations of concern receive appropriate support in line with Uganda
Government education minimum standards and/or INEE, SPHERE etc. It is against
this backdrop that FCA is looking for a highly experienced profile in
coordination of humanitarian response, specifically within education in
emergencies, while having understanding for, and skills in, external relations,
advocacy and communications, as well as data management of multi-agency
responses.

 

Job Summary:  The Education in Emergencies Coordinator will
provide oversight and support for effective and inclusive education sector
coordination at sub-national and settlement level, as appropriate. The
Education in Emergencies (EiE) Coordinator will be responsible for FCA’s
commitment and fulfilment ofthe role as co-lead of the Education in Emergencies
Sector Working Group and ensure a well-coordinated, coherent and effective
education sector response in Uganda in close coordination with the Ministry of
Education and Sports (MoES) and UNHCR. Additionally, the EiE Coordinator will
support FCA’s internal EiE coordination.

 

Key Duties and
Responsibilities:  

As Education Sector Co-Lead, the candidate shall;

·       Coordinate with all partners and relevant
stakeholders in the Education in Emergencies sector, in an inclusive and
transparent manner, to achieve the objectives set out in the ERP, RRP, and
ReHoPE strategy;

·       Provide oversight and support for effective
and inclusive education sector coordination at sub-national and settlement
level, as appropriate;

·       Promote effective inter-agency programme
implementation, supported by common reporting structures and tools, needs
assessments, standards, / and harmonized project design to maximize impact,
prevent overlap and minimize gaps;

·       Contribute to common education sector
advocacy and resource mobilization

·       Monitor sector progress and ensure timely and
accurate reporting of all partners against key indicators and targets as set
out in the ERP and RRP, in close coordination with the ERP Secretariat and EiE
SWG co-leads

·       Share information about education needs/gaps
analysis to guarantee a common understanding by all partners of the education
sector’s needs, to ensure that the strategy’s objectives and targets are met;

·       Prepare and organize monthly EiE SWG meetings
at national level, together with UNHCR and Ministry of Education and
Sports  to set strategies and monitor
progress toward common targets, share lessons learnt, challenges and action
points between EiE partners;  At
sub-national (district)and/or settlement level, ensure and monitor that lean,
results oriented education sector coordination is in place;

·       Provide relevant inputs to the ERP, RRP,
STA/ReHoPE, review, revision, contingency planning and other processes;

·       Participate and/or represent EIE SWG in
inter-sector coordination meetings and other relevant Inter-Agency processes to
ensure that appropriate linkages are made with other sector’s objectives and
strategies;

For FCA internally, the candidate shall;

·       Support internal strategic planning and
coordination across FCA EiE operation areas and ensure harmonization and
continuity amongst projects and target groups

·       Support Monitoring and Evaluation department
with common sector data collection tools, capacity building, and external
communication of needs assessments, reports.

·       Identify core Education advocacy concerns and
support capacity building for FCA staffs in advocacy strategy

·       Ensure FCA’s compliance with standards,
reporting procedures and harmonized sector tools

·       Ensure FCA’s EiE activities are in the line
with sector commitments and the ERP, and fulfill FCA commitments regarding
activity reporting, monitoring and target setting

·       Ensure FCA’s active participation at sector
level, in national and sub-national working groups, task teams and inter-agency
meetings

 

Qualifications, Skills and
Experience:

·       The ideal candidate for the Finn Church Aid
(FCA) Education in Emergencies Coordinator job placement must hold a Master’s
Degree in Education, International studies or related field

·       At least three to five years of demonstrated
experience in Education in Emergencies

·       Demonstrated experience and knowledge working  in and coordinating cluster/Sector working
group approaches, inter-agency coordination and humanitarian work

·       Proven experience with education/EIE
operations and specifically the education system and coordination structures in
Uganda

·       Experience with strategic planning, funding
mobilization and advocacy

·       Excellent negotiation, coordination,
mediation and communication skills

·       Proven work experience with humanitarian aid,
Education NGOs and/or agencies  including
extensive field experience considered an asset

·       Experience in data collection, analysis and
information management. Knowledge of interactive maps and EMIS/REMIS tools an
added value

·       Dynamic and assertive personality needed
