Job Summary:   The Cash Transfer Program Focal Person  will ensure the project has achieved its
intended objective by working directly in the target refugee settlements in
Nakivale, Kyaka and Kyangwali. She/he will be responsible for targeting and
monitoring cash payments to beneficiaries as well as participate in monitoring,
evaluation and reporting of the project activities, establish good working
relationships with consortium members and other partners working in these
refugee settlements and with the community local and government
representatives. The Cash Transfer Focal Person will also ensure the effective
delivery of materials/inputs, conduct registration of complaints, and ensure
proper distribution and documentation of project related items.

 

Key Duties and Responsibilities: 

  • Prepare detailed work plans for the relevant project activities and
    ensure proper implementation of planned activities within the project
    timeframe
  • Identification, verification, sensitization and mobilization of
    beneficiaries in three settlements namely Nakivale, Kyaka and Kyangwali
    using volunteers per camps.
  • Work closely with the Cash Program Officer to develop/ adapt Cash
    Transfer Programming (CTP) materials for use within the project.
  • Ensure efficient and effective cash payments to identified refugee
    settlements by liaising with URCS Cash Transfer Program Officer.
  • Participate in conducting project related training and meetings
  • Actively participate by organizing, guiding and working alongside
    consortium partners and selected enumerators to facilitate conduct surveys
    and assessments in the settlement
  • Working with consortium members to actively participate in
    preparation and conducting post distribution monitoring (PDM) to ensure
    the program quality and collect lesson learnings.
  • Support in organizing and conducting quarterly quality assurance
    meetings with Community volunteers and field staff
  • Identify and facilitate development of an informative and learning
    video for Multi-Purpose Cash Transfer Programming (MPCT) and Education in
  • Emergencies (EiE) for beneficiaries in the 3 settlements
  • Mobilization and adoption of community Engagement and Feedback
    mechanisms on cash transfer programming targeting settlement.
  • Ensure complaints and feedback regarding the project and URCS at
    large are received, documented and acted upon on a timely manner.
  • Facilitate and participate in distribution of project items to
    target beneficiaries and ensure adequate documentation of the same.
  • Organize and share the weekly and monthly progress plan/ reports
    according to URCS standard formats.
  • Ensure that the program resources are implemented in a transparent
    and accountable manner and handed over or ended in a way that promotes
    local capacities and sustainable operations.
  • Establish and maintain transparent and functional relationships with
    target communities, consortium partners and other actors working within
    the refugee settlements and the government representatives.
  • When need be, participate in different representations or
    coordination meetings in the settlements on behalf of URCS.

 

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a Bachelor’s degree in Humanities and
    Development Social Sciences;
  • Training in Community Engagement and Accountability, Cash and
    Vouchers, appropriate Sectoral National Disaster Response Team (NDRT)
    project planning and management is an added advantage;
  • Working Experience
  • Minimum 1-year experience implementing Cash Based Programming
    Interventions.
  • Core Competencies and Knowledge

  • Attention to detail and accuracy;
  • Ability to meet deadlines with minimum supervision;
  • Strong Interpersonal skills;
  • High level of integrity
  • Good communication skills
