About USAID RHITES-EC
Project:

University Research Co., LLC (URC) is implementing the
USAID’s Regional Health Integration to Enhance Services in East Central Uganda
Activity (USAID’s RHITES EC). The purpose of this project is to support the
implementation of a comprehensive, integrated investment in regional health,
HIV/AIDS and nutrition assistance. This five-year activity targets 12 districts
in East-Central Uganda with an estimated total population of 4.1 million
through a district-based integrated package of quality health, HIV/AIDS,
nutrition, and child development services. .

 

Job Summary:  The Senior Monitoring & Evaluation Advisor
is responsible for supporting the design and implementation of the project’s
monitoring, evaluation and learning agenda. He/she will ensure functionality of
systems to measure and document program process, outputs and impact results by
routinely and systematically collecting and analyzing program data and presenting
program results to project staff, district and central MOH teams and donors.
He/she will supervise Monitoring and Evaluation Advisors/Specialists.

 

Key Duties and Responsibilities:  

·       
Coordinate and work with other project staff to
manage a robust project M&E system.

·       
Participate in the continuous review of the
project’s Activity Monitoring, Evaluation and Learning Plan (AMELP)

·       
Take lead and participate in generating weekly,
monthly, quarterly and annual project reports and ensure timely submission of
the reports to the Donor (with strong emphasis on family health component)

·       
Ensure that Donor and project specific reporting
platforms are updated on an ongoing basis, i.e. Project database, HIBRID, PRS,
Trainet, FTF etc

·       
Working closely with the Database Manager
participate in the management of project databases

·       
Work with project, MOH and district teams,
including District Biostatisticians, to jointly design, implement and monitor
interventions to strengthen district HMIS systems.

 

Qualifications, Skills and Experience:

·       
The applicant for the Senior Monitoring &
Evaluation Advisor job must hold a Bachelor’s degree in Statistics, Economics
or Social Sciences

·       
Master’s degree in Statistics, Public Health,
Epidemiology or other relevant field

·       
At least 8 years of relevant professional
experience in leading M&E processes, including routine health and survey
data management for complex health systems and/or service delivery programs

·       
Experience with conducting research and
evaluation in Health Systems Strengthening, HIV/AIDS, malaria, family planning,
maternal, newborn and child health, or nutrition is desirable

·       
Demonstrated expertise in both quantitative and
qualitative research methods

·       
Experience with managing conventional and QI
databases, including data analysis and manipulation, and designing of creative
data visualization tools

·       
Proven proficiency in statistical software such
as STATA, EpiInfo or similar. Specifically, for analysis of public health data
and large datasets.

with ability to lead multi-disciplinary teams.

Proven ability to set priorities, multi-task,
and work collaboratively as well as independently.
