Job Summary:  The Project Manager is responsible for the
overall leadership and management of the OPM-RRF funded project. The jobholder
shall supports Oxfam’s impact locally, regionally, continentally and
globally  through ensuring program
alignment to the key strategic objectives and program standards. The role
supports resource mobilization, specifically for the Arua programme focus areas
and ensuring  that the promotion of
gender and women’s rights is at the heart of Oxfam in Uganda’s program  work in the field.

Key Duties and Responsibilities: 

·       Under the leadership of the Humanitarian
Programme Manager, manage the day-to-day implementation of this project. The
work that will be undertaken will involve coordinating assessment, planning and
implementation of project interventions in line with the Oxfam’s strategy in
Uganda.

·       Coordinate technical assessments, design, and
implementation of emergency response projects that are socially acceptable,
environmental friendly, and economically viable.

·       Lead an integrated team to contribute towards
planning and execution in order to provide clear objectives and establish
indicators for monitoring and evaluating the programme.

·       Undertake 
drawing of budgets, and to carryout budget monitoring and expenditure
forecasting.

·       Undertake both donor and Oxfam internal
reporting

·       Identify and assess the current resources and
capacity of national counterparts, humanitarian agencies and government
authorities to meet priority response needs.

·       To represent Oxfam to other NGO’s, agencies
and Government authorities in sector and general coordination structures.

·       Ensure technical and administrative
coordination and relations with district authorities, OPM, UNHCR and other
Agencies and stakeholders in Arua.

·        Ensure
field proper representation of Oxfam to Government and partners, ensuring
Oxfam’s influencing role is kept high.

·       Recruit, train and supervise other response
staff. This may involve the writing of job descriptions, work schedules,
training plans and appraisals.

·       To draw and prepare contract bundles, manage
tendering procedures and manage contracts in an environment where arbitration
mechanisms are limited.

·       To ensure that all programmes take gender
issues fully into account. This includes the introduction of mechanisms to
enable women and men to participate in decision making around public health and
livelihood issues.

·       Manage all COVID-19 short term response
grants

Qualifications, Skills and Experience:

·       Professional qualification in
Engineering  especially with a bias on
WASH programming backed by at least 8 years of practical experience. 3 years in
Management and design of WASH infrastructure.

·       Substantial, demonstrable experience of
emergency and development work, and an understanding of relevant issues within
the triple nexus.

·       Willingness to be a part of, and closely work
with a wider Oxfam team

·       To be familiar with and abide by the NGO/Red
Cross Code of Conduct, the People in Aid Code, Oxfam International procedures
and other regulatory codes/protocols (e.g. Sphere Minimum Standards and
InterAction Field Co-operation Protocol).

·       A mature understanding of relevant issues
derived from at least two years of field experience, preferably both in relief
and development with an organisation similar to Oxfam.

·       Proven analytical skills and ability to think
strategically, including the ability to think beyond the local programme
context and to act within a regional framework.

·       Commitment to humanitarian principles and
action.

·       Ability to coach on the building of strong,
credible relationships with international and local NGOs, government (OPM), and
local community leaders

·       Excellent inter personal communication
skills, in written and verbal English, with high impact influencing and
persuasive skills.

·       Ability to cultivate knowledge based
relations with different stakeholders going beyond grant based relations
(strategic partnerships)

·       Strong analytical and conceptual thinking
skills; able to understand complex issues and translate them into simple,
workable actions and plans

·       Knowledge of capacity building, learning and
development activities and how to create a learning and sharing environment
with a strong knowledge management basis

·       Commitment to and knowledge of creating a
partner-led operational environment, with an ability to create an internal
Oxfam approach that is focussed on developing and supporting partner
organisations to achieve direct impact and results relating to Oxfam’s
objectives

·       Knowledge of budgeting, and experience in
working with donors

·       Proven track record on strong people
management skills

·       Commitment to equal opportunity and gender
policies. Demonstrated experience in integrating gender and diversity issues
into programmes.

·       Experience in budgeting, budget monitoring
and expenditure forecasting
