Inclusion is a legally registered International Non-Governmental Organisation,
contributing to both humanitarian and development actions for Ugandan citizens
and the refugee populations. HI provides Physical
Rehabilitation, Mental Health and Psycho-social Support, Inclusive Education,
Health and Livelihoods to vulnerable populations from host and refugee
communities. HI works in
partnership with Disabled Peoples Organizations, communities, local leaders,
non-governmental organizations, the United Nations and Ugandan government
structures.

HI’s actions aim to
be inclusive of all people in need, targeting the most vulnerable including
people with disabilities, and advocating for their rights. 
HI works in the 13
districts of Arua, Madi Okollo, Terego, Yumbe, Obongi, Kyegegwa, Kikuube,
Isingiro, Mbale, Kyegegwa, Nwoya, Oyam and Gulu including 7 refugee
settlements: Imvepi, Rhino, Bidi Bidi, Palorinya, Kyaka II, Kyangwali and
Nakivale.

Key Duties and Responsibilities: 

Under the
supervision of the Operations Coordinator and in close coordination with the
technical and operational teams, the Country Meal Manager will have the
following responsibilities:

Strategy

Lead the definition of Uganda mission’s MEAL and
Information Management (IM) strategy, action plans and implements them under
the supervision of the Regional MEAL Manager / Operations Coordinator.

·       Leads the MEAL
country strategy definition based on Programme’s and Federal Stra
tegies in close coordination with Regional
MEAL Manager / Operations Coordinator, 3i Department.

·       Leads regular
assessment of MEAL strategy implementation and develop adapted action plans.

·       In close
collaboration with project managers and under the super
vision of MEAL Regional Manager / Operations
Coordinator, ensures the implementation of monitoring systems, data collection,
information management, evaluation, accountability to populations and knowledge
management adapted to the context and allowing compliance with HI standards.

·       Ensures the
performance management of the MEAL department.

Expertise

Supports project managers in implementing the minimum
project management processes described in the PME guidelines

·       Trains and
supports project manage
rs on the
PME practical guide and its application to the programme.

·       Ensure the
proper planning and implementation of essential project management processes on
each
project

Setting up systems for monitoring results and complying
with methodological standards for conducting surveys

·       Under the
supervision of the Regional MEAL Manager / Operations Coordinator, ensures the
creation of
systematic
monitoring plans and regular monitoring of project indicators.

·       Provides
technical support to project managers
and trains project teams and surveyors in monitoring and survey methods.
In particular, supports the design of questionnaires and survey protocols
implemented in the area(s) to which he/she is assigned.

·       Contributes, as
required and as part of monitoring plans, to specific surveys or monitoring
activities
through their
supervision or direct implementation.

Setting up the data and information management systems
defined at programme level for the country mission.

·       Supervise the
development of databases as required and frame data recording and processing as
part
of the surveys implemented.

·       Contributes to
the collection of data analysis needs and the creation of dashboards

·       Ensures access
to internal
and external
information relevant to all staff in the Mission

Ensures compliance with HI standards in terms of project
evaluation in the Mission

·       Is responsible
for the respect of HI’s commitments regarding project evaluation activities
including
annual
self-assessments and follow-up of internal or external evaluations conducted in
the area(s) to which he/she is assigned.

·       Ensures that
feedback sessions on the results of evaluations are held with beneficiaries,
partners and
other project
stakeholders in the area(s) to which he/she is assigned.

Implementation of the accountability mechanisms to the
populations, defined by the MEAL Regional Manager

·       Contributes to
the definition of accountability mechanisms for populations and is responsible
for the
animation of these
mechanisms within the area(s) to which he/she is assigned.

·       Provides the
Regional MEAL manager with regular analyses of the accountability mechanisms in
place
for continuous improvement
of interventions.

Contributes to learning and continuous improvement of
HI’s interventions

·       Is responsible
for setting up processes and methods to collect, analyse, model and appropriate
the
knowledge produced,
according to the frameworks defined by the MEAL programme/regional manager

·       Contributes to the analysis of information collected and
knowledge produced to strengthen collective learning.

·       Shares the
knowledge produced by the Country mission internally to the program and more
broadly at
the organizational
level through the use of HI Library.

Ensures the Mission’s reporting pathways are kept up to
date and followed strictly regarding internal, donors, authorities, partners
and coordination bodies.

·       Is responsible
for centralising all reporting compliance information and sharing with proje
ct managers and relevant teams

·       Is responsible
for ensuring systems are in place throughout the mission and that they are
implemented

·       Is responsible
for ensuring all reporting are compliant with HI standards of quality and with
stakeholders’
requirements.

 Influence

Contributes to the external representation and promotion
of HI’s expertise.

·       Represents HI’s
expertise in MEAL and IM in all relevant national and regional networks.

Management

Assumes the role and stance of manager for his/her staff
and helps facilitate MEAL and IM sector development

·    Fosters a team
spirit and teamwork to develop the necessary synergies between the Programme’s
different services. Encourages the exchange
of practices within and between services;

·    Recruits and
con
tributes to the development,
autonomy and professional well-being of his/her staff: sets individual
objectives; ensures that the know-how and motivation of his/her team
corresponds to the organisation’s needs; assesses his/her staff’s individual

the Human resources manager and the Operations Coordinator:

Qualifications, Skills and Experience:

·       Post Graduate
training in M&E or Project planning and Management is a must

·       Bachelor’s
Degree in Humanities and related courses

·       Minimum of 3
years’ progressive experience in a similar position

·       Experience in
the humanitarian or develo
pment
field, including significant experience in project management

·       Mastery of
results monitoring systems and project indicators

·       Mastery of
survey methodologies

·       Mastery of the
project evaluation process
