About US:
The Electricity
Regulatory Authority is a Statutory Body established in the year 2000, in
accordance with the Electricity Act, 1999, (Chapter 145 of the Laws of Uganda)
to regulate the Generation, Transmission, Distribution, Sale, Export and Import
of Electrical Energy in Uganda. ERA is mandated by the Electricity Act, 1999,
to issue electricity Generation, Transmission, Distribution, Sale and Import
Licenses, set License conditions and ensure compliance to License conditions by
Licensees. ERA is also mandated to establish a tariff structure, approve rates
of charges among other functions. We are committed to ensuring a sustainable
Electricity Supply.
Job Summary:  The Human Resource Officer will develop the
ERA Human Resources Strategies and Policies and ensure that the Human Resource
Function provides leadership in their implementation. The incumbent will coordinate
the Skills Development Program of Licensees. The jobholder will actively participate
in the review of the adequacy of the Organization Structure and Staffing of
Licensees.
Key Duties and Responsibilities:  
·       
Develop,
review, and implement Human Resource Policies and Procedures.
·       
Coordinate
Organizational Development in line with the Corporate Strategy.
·       
Carry
out Skills Audit, and recommend appropriate Staff Development Plans.
·       
Facilitate
Staff while traveling for duty or training nationally, regionally, and
internationally.
·       
Review
Policies and Procedures as and when the need arises.
·       
Coordinate
and directly participate in the Recruitment Process and Staffing of the
organization.
·       
Monitor
the Monthly, Quarterly, and Annual Performance of Staff.
·       
Attend
to Staff Workplace requirements and welfare within the approved frameworks.
·       
Supervise
Administrative Staff as may be assigned.
·       
Supervise
and periodically report on outsourced services.
·       
Update
the Staff Information in the Human Resource Information System (HRIS) and
generate reports as may be required.
·       
Ensure
Staff Files are kept up-to-date and confidentially.
·       
Conduct
Human Resource Audits of Licensees.
·       
Any
other duties as may be reasonably assigned by the Supervisor or Management.



Qualifications, Skills and Experience:
·       
The
applicant for the Electricity Regulatory Authority (ERA) Human Resource Officer
job must hold an Honors Degree in Public Administration and Management, Human
Resource Management, Industrial and Organizational Psychology, Management,
Social Work and Social Administration, Social Sciences.
·       
Post
Graduate Diploma in Human Resource Management is a must.
·       
Must
have at least Five (5) Years of relevant working experience in a reputable
organization.
·       
Age: Below 40 years
