Job Summary:  The Heath Safety & Security Coordinator
will coordinate the country level security management. The role includes
updating security strategies, SOPs, plans and reports. It also includes contact
with HSS focal points in the field and coordinate mitigation measures for
increased access.

Key Duties and Responsibilities:  

Security &
Safety: 

·       
Keenly
monitor and evaluate field compliance to NRC safety and security policies,
procedures and regulations on Country level;

·       
Conduct
regular security and risk assessments to identify safety and security needs and
to assess if all NRC bases in country are compliant with NRC Safety and
Security Risk Management standards;

·       
Ensure
the Monthly HSS report Area Office and Country Office submissions are compiled
and submitted to Head Office;

·       
Build
and maintain stake holders contact list in access related and other
negotiations/discussions with them;

·       
Carry
out security briefings to new staff, visitors and staff returning from leave
within 24 hours of arrival;

·       
Identify
training needs and deliver/assist in conducting in-house trainings;

·       
Support
Country office and field offices in achieving HSS compliance

Health:

·       
Conduct
investigations on incidents, complaints, and recurrent health cases to identify
and provide solutions to workplace situations.

·       
Prepare
periodic health statistics and submit to CMT for review

·       
Maintain
an up-to-date knowledge of new HSE (Health, Safety and Environment) legislation
as well as other developments that can impact on NRC.

·       
Ensure
full and accurate health and safety and training records are maintained.

·       
Develop,
update, provide technical input to Health & Safety policies, procedures,
rules and regulations are adhered to and are regularly reviewed, updated and
communicated. 

·       
Ensure
that NRC meets its statutory obligations in all areas pertaining to health,
safety and welfare at work, including statutory training and reporting.           

Qualifications, Skills and Experience:

·       
The
ideal candidate for the Norwegian Refugee Council (NRC) Heath Safety &
Security Coordinator job must hold a University degree from a recognized
institution;

·       
Previous
exposure and experience from working as a Security Officer in a
humanitarian/recovery context;

·       
Previous
experience from working in complex and volatile contexts;

·       
Documented
results related to the position’s responsibilities;

·       
Knowledge
of security operations and procedures;

·       
Good
surveillance skills;

·       
Safety
management skills and proven participation in Safety and Security related trainings/workshops;

·       
Fluency
in English, and Swahili.

·       
Good
understanding of the security context within NRC operational area/s

·       
Good
Communication skills

·       
Ability
to liaise with security agencies, other agencies including UNDSS on matters of
HSS             

·       
Knowledge
and ability to analyze of the political and security dynamics in Uganda and
neighboring countries and how they may affect operations in NRC Uganda.  

·       
Possess
a Valid driving/riding license.
