Uganda Clays is leading manufacturer of quality baked clay
building products in Uganda. It uses state of the art kilns to currently
provide the building materials in a brick-red color. The company’s products are
categorized into roofing tiles, bricks, maxpans, quarry floor tiles and others.

Job Summary:  The Head of Human Resources & Support
Services is responsible for ensuring that Uganda Clays is provided with the all
of the resources necessary for accomplishment of its strategic objectives. This
includes human resources, buildings & infrastructure, logistical &
physical resources, healthcare and other support/administrative services. The
incumbent ensures that resourcing plans are aligned with the company’s mission,
values and long-term business strategy, and that they support the evolving
needs of the company. In addition he/she oversees the implementation of plans,
ensuring that support services are provided in an efficient fashion and that
the organization recruits, retains and motivates the competent staff that are
needed for success.

Key Duties and Responsibilities: 

·       Contributing to the development and
implementation of Strategic and Operational plans; taking personal
responsibility for developing the non-financial resourcing components of plans
(HR, Facilities/Site Services, ICT, Administrative Support)

·       Liaising with the Finance Manager to ensure
that plans are matched with the availability of resources and that maximum cost
effectiveness is accomplished at all times

·       Liaising with the company lawyer on any staff
related issues or other matters relating to the support services of the organisation

·       To ensure that Uganda Clays is provided with
the human resources necessary to accomplish its objectives and that staff are
well motivated and empowered: Including, but not limited to

·       Ensuring the development and implementation
of HR policies and procedures that represent best practise and comply with the
laws of Uganda

·       • Developing the annual staffing plan,
ensuring that staff positions and numbers will support the cost-effective
implementation of Uganda Clay’s strategies and goals

·       Overseeing the development and implementation
of recruitment, induction and staffretention strategies to ensure that Uganda
Clays has adequate numbers of qualified and competent staff

·       Overseeing the development and implementation
of performance management systems, including:

·       Keeping up to date with best practise in
employee motivation and performance management and adjusting Uganda Clays
policies, procedures and routines accordingly

·       Ensuring the adequate supervision and
leadership of all staff

·       Ensuring the expectations are clearly
communicated to all staff (including ensuring the development and communication
of job descriptions and individual goals)

·       Developing and ensuring the implementation of
the system for objective performance appraisals

·       Ensuring that learning & development
plans and budget are developed and implemented

·       Overseeing all disciplinary issues, ensuring
that the laws of Uganda are followed at all times and liaising with legal
department and unions as required

·       Ensuring that rewards management mechanisms
result in staff motivation and retention of talent (including job evaluation,
salary benchmarking and benefits management); balancing this with the need for
cost-effectiveness to support the financial goals of the organisation

·       Ensuring that all routine HR Administration,
including record keeping, payroll management, contracting and other legal
obligations associated with an individual’s employment are carried out in
accordance with best practise and the laws of Uganda

·       Developing and maintaining the machinery for
consultation with trade union representatives and other mechanisms for
encouraging ‘employee voice’

·       Ensuring that mechanisms are in place to
ensure staff welfare (including health, safety, security & catering
services); demonstrating care and concern for the wellbeing and empowerment of
Uganda Clays staff Support Services

·       To ensure that Uganda Clays is provided with
effective and efficient support services in all of its locations and that high
standards of customer service are provided to Uganda Clays staff, visitors and
customers, including but not limited to:

·       Ensuring that the physical buildings in all
locations showcase Uganda Clay’s brand and provide a physical work environment
that is conducive to effective working and compliant with Health, Safety and
Environmental best practise

·       Ensuring that staff transport services are
provided in a safe and efficient fashion

·       Ensuring that secretarial services are
provided in all locations, in such a fashion that staff needs are swiftly met,
to a high standard, and that all incoming communications are dealt with
professionally

·       Ensuring that systems for gathering customer
feedback are in place for each of the above services; leading the team in
taking appropriate corrective action as required

·       To lead the HR & Admin Team, in a manner
that empowers them to deliver excellent customer service and high standards:
including but not limited to:

·       Communicating to the HR & Admin Team a
clear and exciting vision for the work of Uganda Clays and for the role of
department in supporting the organisation

·       Ensuring that each member of the team fully
understands the outcomes that are expected of them and that they are aware of
best practise in HR and Administration; ensuring that they behave in a way
which will maintain good relationships with customers and Uganda Clays staff

·       Ensuring that work is planned and organised
in a way which will meet the needs of Uganda

·       Clays Staff in the most cost effective manner
possible; ensuring that team members are given appropriate workloads and are working
efficiently

·       Supporting team members to enable them to
give of their best e.g. by encouraging and praising good performance, coaching,
assisting staff to prevent or resolve problems, providing resources, tools and
equipment

·       Monitoring and reviewing performance and, in
particular, carrying out annual appraisals, holding staff accountable for
meeting standards of excellence and delivering any improvement goals which have
been identified; taking decisive action in the case of poor performance

·       Ensuring that staff are adequately trained
and developed for their roles e.g. by analyzing staff training needs,
organising the delivery of training or coaching, coordinating the sharing of
experience

·       Managing Finances for the activities of the
Human Resources & Support services Department

·       To ensure effective utilisation of the
finances associated with HR & Administration: Including but not limited to:

·       Developing and overseeing the budget for the
HR & Admin Department; ensuring that plans and resources are matched and priorities
for expenditure identified

·       Receiving financial reports from the Finance
Department, reviewing expenditure against budget and taking any necessary
corrective actions; ensuring cost-effective utilisation of resources at all
times

·       Ensuring that all financial transactions
managed by the HR & Admin Department are carried out in accordance with
Uganda Clays’ policies and procedures

·       Safeguarding Uganda Clays’ financial
resources by giving due consideration before signing approvals; whilst ensuring
customer satisfaction with a quick turnaround time

·       Following up on any issues raised during
audits

·       Authorising staff loans and advances and
ensuring that they don’t exceed the Organisations’ set monthly limits or
monthly deductions maximums

·       To take personal responsibility for ensuring
that Uganda Clay’s Quality and Safety procedures are implemented in the HR
& Admin Department at all times:

·       Ensuring that appropriate quality and safety
procedures are developed and clearly communicated to staff (including training)

·       Liaising with the Health, Safety &
Environment Officer to carry out risk assessments and identify appropriate risk
reduction strategies

·       Ensuring that staff comply with risk
reduction strategies (including the wearing of safety equipment) and follow
procedures; taking firm corrective action if necessary

·       Engaging with the Quality & Safety
Management System in order to report problems, participate in problem solving
teams, and close corrective actions as required

·       Overseeing the physical environment in the HR
& Admin work areas to ensure that Health,

·       Safety and Environmental standards are
adhered to and that the area is generally tidy and clean

·       To carry out other duties as requested by the
Managing Director

Qualifications, Skills and Experience:

·       The ideal applicant must hold a Bachelor’s
degree in human resource management, or management & administration,
organizational psychology or equivalent.

·       Part/Full professional or Membership of
recognised professional personnel institute e.g. Chartered Institute of Personnel
and Development or equivalent.

·       Advanced degree in management &
administration and related professional training is desirable.

·       Eight  years’ experience in human resource management
in progressively responsible roles, with sound cross-functional experience.

·       Extensive experience in multi-cultural and
multi-site organizations. Expertise in national labour laws, employment
legislation & employment best practices.

·       Excellent interpersonal, communications,
customer service, consulting, coaching and organizational skills, with a track
record of driving change and innovation.

·       Strong problem-solving skills and strategic
acumen, organizational diagnostic skills, analytical skills, and excellent
team-building skills.
