The Electricity
Regulatory Authority is a Statutory Body established in the year 2000, in
accordance with the Electricity Act, 1999, (Chapter 145 of the Laws of Uganda)
to regulate the Generation, Transmission, Distribution, Sale, Export and Import
of Electrical Energy in Uganda. ERA is mandated by the Electricity Act, 1999,
to issue electricity Generation, Transmission, Distribution, Sale and Import
Licenses, set License conditions and ensure compliance to License conditions by
Licensees. ERA is also mandated to establish a tariff structure, approve rates
of charges among other functions. We are committed to ensuring a sustainable
Electricity Supply.

Job Summary:   The Economist – Planning and Research will develop
and update Sector Plans, Monitor the Compliance of Licensees with regard to
License Terms and Conditions, formulate and conduct Research of Regulatory and
Policy Relevance.

Key Duties and Responsibilities:  

·       
Carry
out Energy Planning including Demand and Supply Forecasts and Participate in
the Demand Growth Strategy implementation activities of the Electricity Supply
Industry (ESI) and recommend optimal projects for implementation in the
Generation, Transmission, and Distribution Segments of the ESI.

·       
Develop
appropriate Benchmarks for the Economic Regulation of Licensees.

·       
Carry
out Regular Monitoring of the Electricity Supply Industry Stakeholders in
respect of the progress on Sector Plans.

·       
Produce
Monitoring and Evaluation Reports related to Commercial and Economic
performance aspects of the Licensees and the overall Sector.

·       
Provide
support to the Pricing Unit during the Tariff Review Process in line with
demand forecast and Microeconomic Projections.

·       
Prepare
Sector Performance Reports.

·       
Participate
in ESI Research and Innovation and make recommendations to Management.

·       
Monitor
the Microeconomic movements and propose measures to minimize their Impact on
the ESI.

·       
Any
other duties as may be reasonably assigned by the Supervisor or Management.

Qualifications, Skills and Experience:

·       
The
applicant for the Electricity Regulatory Authority (ERA) Economist – Planning
and Research job must hold an Honors Degree in Economics, Finance, Financial
Economics, Econometrics, or Quantitative Economics.

·       
A
minimum of five years of relevant working experience in a reputable
organization.

·       
Highly proficient
in Research Methodology.

·       
Proficient
in Economic modeling of relevance to the Electricity Supply Industry.

·       
Should
have knowledge of Computer Applications for Financial and Economic Analysis.

·       
Age: Below 35 Years
