Job Summary: The
Shelter Officer will support the day to day implementation of the Construction
on the ECHO INCLUDE  Project in Isingiro.
This position shall report to the Field Coordinator.

Key Duties and Responsibilities:

·       
Organize
and participate in all needs assessments relating to shelter and WASH to inform
planning and programming

·       
Participate
in developing methodology, scope of work, selection criteria related
construction works

·       
Participate
in developing appropriate tools to implement various project modalities such as
contractor driven, community driven, owner driven, tenant driven or mixed modality.

·       
Initiate
the drafts of technical drawings, develop Bill of Quantity and technical
specification notes for Wash and shelter and construction facilities including
community infrastructures

·       
Organize
regular monitoring visits supporting Wash/Shelter Assistants during and
post-project implementation and regularly visit implementation sites to monitor
and document day-to-day works and lessons learned.

·       
In
collaboration with the project team, 
prepare Procurement Requests relating to technical construction.

·       
Track
and record information related to follow up carried out by Wash/Shelter
Assistants relating to any project beneficiary information requests and
complaints as directed by Project Coordinator and M&E unit.

·       
Maintain
the required level of performance capacity of local/community technicians, and
identify the need for additional training.

·       
Conduct
performance management for Wash/Shelter assistants under direct supervision

·       
Participate
in project review meetings and regular stakeholder’s meetings happening in the
area program

·       
Represent
NRC in coordination meetings organized by the district or other implementing
partners.

Qualifications, Skills and Experience:

·       
The
ideal candidate for the Norwegian Refugee Council (NRC) Shelter Officer job
must hold a Civil Engineering/ construction Degree from recognized institution

·       
Previous
experience from working in complex and volatile contexts.

·       
At least
three years of experience from working as a Shelter/Construction Officer in a
humanitarian/recovery in education context preferably

·       
Technical
Shelter and WASH expertise.

·       
Demonstrated
experience in conducting rapid emergency assessments in projects.

·       
Experience
in working in insecure/conflict environments.

·       
Ability
to manage time effectively, prioritizing tasks and able to work to deadlines.

·       
Computer
skills.

·       
Able to
work productively in periods of high stress and activity. Work confidently
within a group.

·       
Personal
qualities

·       
Able to
plan and deliver results

·       
Ability
to empower and build trust

·       
Possess
great communication skills with impact and respect
