The Danish Refugee
Council (DRC) is a private, independent, humanitarian organization working on
all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.

Job Summary: The
Base Manager supports the Area Manager in the operational oversight and field
implementation of all components of Projects in Nakivale Refugee Settlement.
The Base Manager liaises and coordinates closely with the government /district
line ministries, Security Providers, and other stakeholders in the
implementation of the projects. The Base Manager is also responsible for the
day to day oversight, supervision, and discipline of a number of national staff
in Nakivale.

Key Duties and Responsibilities:

·       
Ensure
programs are implemented as per the work plan.

·       
Lead the
Team in Nakivale in implementation of activities.

·       
Ensure
that the teams prepare weekly work plans.

·       
Ensure
that all departments coordinate and ensure timely logistics support.

·       
Plan/advise/conduct
relevant training for the staff capacity development.

·       
Ensure
smooth coordination with OPM, UNHCR, The Isingiro DLG, and other agencies for
the efficient implementation of activities.

·       
Ensure
discipline amongst all National staff, coach and build capacities, and ensure a
good morale is maintained.

·       
Advise
the Area Manager on the emerging issues with National Staff and present
solutions

·       
Plan and
approve leave schedules of the National staff.

·       
Ensure
correct financial procedures are followed and advise on improving the
performance.

·       
Ensure
that team’s monthly procurement plan for activities for next month is submitted
to the logistics department by the end of current month.

·       
Ensure
order requests are duly filled well in advance to provide logistics department
adequate time for planning.

·       
Conduct
weekly and Monthly cash counts in the Nakivale Field office

·       
Uphold
DRC’s international code of conduct.

·       
Carry
out budgetary duties in the Nakivale field office.

Qualifications, Skills and Experience:

·       
The
ideal applicant for the Danish Refugee Council (DRC) Base Manager job must hold
a University degree in social sciences or related relevant field.

·       
3 to 5
years’ experience in managing a large number of staff (in excess of 20
persons).

·       
3 to 5
years’ experience in PCM.

·       
Knowledge
and Working experience of various donors such as EC-ECHO, BPRM, UNHCR.

·       
Previous
experience with Non-Governmental Organization in similar/related position is an
asset.

·       
Previous
working experience in refugee response is an asset.

·       
Excellent
command of English language.

·       
Good
interpersonal, communication skills with proven experience in liaising with
local authorities.

·       
Ability
to work under pressure and with tight deadlines.

·       
A team
player and the ability to work with limited supervision.

·       
Flexible,
pro-active, and with the ability on follow through on tasks.

·       
Languages:  Fluency in English. Fluency in local languages would be an asset.
