About the Project:

The Quality and
Performance Institute (QPI) is a division of URC that has implemented quality
improvement and operations research programs in health care since 1981 and
continues to be at the cutting edge of health care improvement work in
countries around the world. With the RHITES-N Acholi Project (Regional Health
Integration to Enhance Services in Northern Uganda – Acholi), USAID will
continue its support of the Government of Uganda’s (GOU) efforts to improve
access to and use of health services in the country’s post-conflict northern
region. RHITES-N Acholi Project activities will build on USAID investments and
national advances to increase access to and use of high-quality integrated
services that accelerate the ability and capacity to respond to the specific
health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST
project successes.

Job Summary:  The Strategic Information Officer will report to
the Monitoring and Evaluation Advisor. The SI officer will oversee the
monitoring and evaluation of all interventions and SBC activities Implemented
by RHITES North Acholi team at community level.

Key Duties and Responsibilities: 

·       
Develop
Monitoring and evaluation work plans and budget

·       
Design
data collection tools based on the project indicators to support the project
team and partners to collect quality data on DREAMS, Key & Priority
Population and SBCC IPC activities including; community dialogues, small and
large group meetings, one on one sessions and home visits.

·       
Build
the capacity of the implementing team on how to use prevention tools and
provide guidelines on proper data management procedures.

·       
Create
data entry screens to store data from the community activities carried out.

·       
Collect
data on DREAMS, Key & Priority Population, community and SBCC activities,
analyze and provide descriptive and inferential statistics on the project
indicators

·       
Prepare
and disseminate M&E periodic reports documenting the project findings,
achievements, recommendations and best practice.

·       
Conduct
support supervision to the community health workers and provide technical
assistance on how to collect quality data.

·       
Carry
out data audits/ Data Quality Assessments for the partners involved in the
project activities.

·       
Organize
joint performance review meeting of the project on a periodic basis to assess
the progress set objectives and goals.

·       
Ensure
timely delivery of project reports to the donors and other partners.

·       
Undertake
any other relevant duties as determined by the Monitoring & Evaluation
Advisor.

Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a Bachelor’s Degree or higher in Statistics,
Population Studies, social sciences, Public Health, or other related degree.

·       
Post
Graduate training in Monitoring and Evaluation as well as strategic
communication will be an added advantage.

·       
Experience
in working with national, community and SBCC intervention programs; Specific
hands-on knowledge and skills in planning, designing, monitoring community and
SBCC programs especially in prevention approaches

·       
At least
4 years’ relevant experience Monitoring and Evaluating public health
communication programs, development/humanitarian projects/programs in a donor
environment, in managing prevention, social behavior change communication
campaigns, and in monitoring public health community projects.

·       
Experience
working with USAID programs

·       
Demonstrable
results in previous work environment should reinforce claims to this experience.

·       
Knowledge
of public health service delivery, community outreaches and experience in
working with community health-intervention programs and in dissemination of
information through different communication channels.

·       
A
motivated, focused, disciplined professional with excellent communication,
interpersonal, analytical and result-oriented skills.

·       
Good
judgment, initiative, high sense of responsibility, tactful, ability to plan,
organize and measure outcomes of interventions.

·       
Exemplary
and honest, with a high level of energy and integrity, and able to work under
minimum supervision.

·       
Flexible,
innovative, with good record keeping, communication, presentation,
report-writing, and interpersonal skills.

·       
Team
player with the ability to make positive contributions

Note: Only
candidates who are eligible to work in Uganda for an indefinite period without
