(JSI), a leader in the field of international public health, is currently
recruiting for a position of Project Coordinator for the Regional Health
Integration to Enhance Services-North, Lango (RHITES-N, Lango) Project, funded
by the USAID. RHITES-N, Lango will improve the use of integrated health services
in Northern Uganda’s Lango region and strengthen the health system to sustain
gains made by earlier projects. RHITES-N, Lango will contribute to improving
key population-based national health indicators; build the capacity of the
Ugandan government to carry out a sustainable and locally-driven response to
the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH
outcomes. JSI will work with Ugandan stakeholders to design and implement
health system strengthening strategies to scale up high-impact, evidence-based
interventions at the national, sub-regional, district, and community levels.
Interventions will include VMMC, virtual elimination of mother-to-child
transmission of HIV, antiretroviral therapy, and condom education and
distribution. JSI will focus where the greatest impact can be realized, with a
priority on hard-to-reach and high-HIV-prevalence locations.
Job summary: The
Project Coordinator is a full-time position and will be based in Lira, Uganda.
S/he will be responsible in provision of technical, operational support and
coordination between Lira Regional Referral Hospital and the USAID/RHITES-N,
Lango Project to ensure quality HIV/AIDS, prevention, care and treatment
services, RMNCAH/ FP,WASH, TB, Malaria, Nutrition. .
Key Duties and Responsibilities:
Provision of clinical care services
Specific tasks include:
· Participate with the hospital clinical
services team in direct patient care as needed
· Ensure clinical care service delivery
processes, including client flow systems are well organized
· Work with respective clinic and technical
heads to strengthen team-building for clinic staff.
· Work with the different service delivery team
to ensure functional linkages within the hospital
· Build technical competencies of facility
health care providers in service delivery for project areas through coaching,
trainings, onsite mentorships and peer to peer learning meetings.
· To improve HIV prevention services within the
district by integrating and scaling up high impact HTS services and support the
expansion of HIV testing efforts for maximum yield.
· To integrate TB diagnostic and treatment
services into key facility service points
· In collaboration with the VMMC Project
Officer, improve access and quality, care and safety of VMMC services in the
facility
· Support delivery of care and treatment
services with the ultimate goal of attaining viral load suppression for
children and adults living with HIV.
· Work with the facility to support scale up of
HIV services (assessment, accreditation and build the capacity of health
facilities to provide HIV services)
· Develop and timely submit work plans and
budgets for all assigned facility based activities in relation to USAID/
RHITES-N, Lango team.
· Support health facilities and districts to
use data for decision making
· Support to ensure the facility teams are
functional and participate in facility meetings to strengthen structures in the
facility.
· Support the facility to document best
practices (case studies, success stories, abstracts, video clips in addition to
the routine and ad hoc reports).
Participate in project and facility led capacity
strengthening activities for the facility team
Specific tasks include:
· Together with RHITES-N, Lango team identify
training needs for project area service delivery teams and support
implementation of training activities as per plans developed.
· Provide on-site clinical mentoring to HIV
service delivery teams on management of HIV according to MOH guidelines.
· Provide training through clinical
consultations, assisting other clinical and non-clinical team to solve clinical
problems.
· Working with the RHITES-N, Lango team,
identify areas of quality improvement and support implementation of QI
activities in the clinic.
· Working with the clinic Heads, assist in
preparation of journal clubs and CMEs for continuous professional education.
· Submit monthly and quarterly reports to the
RHITES-N, Lango project.
Coordination and monitoring of RHITES-N, Lango-supported service
delivery implementation activities at the RRH
Specific tasks include:
· Ensure implementation of service delivery is
as per the RHITES-N, Lango work plan, within the broader mandate of the MOH.
· Coordinate the RHITES-N, Lango supported team
at the facility to ensure harmonized implementation of services
· Working with the project DCOP and develop
work plans for strengthening other MOH services at sites supported by RHITES-N,
Lango project.
· Working with the RRH pharmacy team, monitor
logistics/HIV commodities management and ensure timely submission of monthly
reports on logistics.
· Ensure functional linkages between the
various components of HIV service delivery (clinical services, laboratory,
pharmacy, MNCH, TB, and community based initiatives).
· Perform
any other related duties assigned for time to time
Supervisory roles
· In coordination with the RRH, oversee the
financial and administrative activities by other project staff at the facility
including ensuring staff appraisals, reviewing and approving financial and
administrative requests and accountabilities
· Carry out regular activities to assess and
build necessary competencies of the project teams
Qualifications, Skills and Experience:
· The ideal candidate must hold a Bachelor’s
Degree in Medicine and / or a Master’s Degree in Public Health or Clinical
Medicine will be an added advantage.
· At least three years of work experience gained
through serving within a government institution or PEPFAR funded program with
proven ability to coordinate activities of different stakeholders at district
and or sub national level.
· Possession of a valid registration
certificate from the Uganda Medical & Dental practitioners Council.
· Excellent communication or interpersonal
skills is a must.
· Ability and willingness to reside in and work
within the supported district.
· Previous experience in an HIV/AIDS related
field will be an added advantage.
· Excellent written and oral communication and
interpersonal skills
· Proficiency with Microsoft Office products
(Word, Excel, Outlook, PowerPoint)
