Job Summary:  The Human Resources Manager advises and
implements the full range of HR strategies necessary to enhance the
organization’s performance through its people. The position works closely with
SMT and the HR team in the United States to provide support and guidance on
systems and procedures in the HR function, anticipating, planning for and
resolving diverse challenges within program parameters while providing
leadership on HR issues.

Key Duties and Responsibilities:  

·       
Develops
and implements a Uganda HR strategy in consultation with relevant stakeholders

·       
Advise
SMT and employees on HR issues and policies; mandatory procedures, staff
handbook and local laws.

·       
Leads
the review and development of HR policies in collaboration with the Country
Director and US Human resources.

·       
Provides
leadership and manages HR business processes (recruitment, orientation,
performance management, staff leave and medical leave, staff reward, benefits)
while ensuring that HR systems are up to date and functioning.

·       
Advise
staff and managers on application of performance management system, refresher
trainings, advise on managing poor performance and linking performance review
to annual increments and, learning and development initiatives.

·       
Ensures
that performance management is implemented effectively with SMT and line
managers.

·       
Leads
and advises on disciplinary procedures and grievances including conducting
necessary investigations.

·       
Manages
annual pay and benefits review process in compliance with legal requirements
and Pathfinder policies.

·       
Spearheads
salary and benefits surveys so that Pathfinder remains competitive in the
market and is able to attract and retain a talented and diverse workforce

·       
Implements
best practices – legal responsibility relating to areas of Labor Law, Tax Laws,
Social Insurance Law, etc.

·       
Works
with the Staff Wellness Program Administrator regarding the HIV workplace
policy implementation.

·       
Provides
strategic support and guidance to COP and work with Office Managers to ensure
best practices in implementation of HR business processes in the field offices.

·       
Supports
line managers through change management and restructuring processes.

·       
Manages
special HR projects initiated by country office or US Pathfinder offices as
they arise.

Qualifications, Skills and Experience:

·       
The
applicant must hold a Degree in Business Administration or HRM and professional
qualification in Human Resource Management.

·       
At least
eight years of experience in Human Resources

·       
Knowledge
of Ugandan labor laws

·       
Demonstrable
people management skills

·       
Attention
to detail and ability to prioritize

·       
Well-developed
interpersonal and team skills and proven ability to be flexible in demanding
situations

·       
Ability
to build effective working relationships at all levels

·       
Ability
to work independently as well as be part of a team

·       
Proficient
in the use of computers especially Microsoft Word, Microsoft Excel, internet.
