About US:

The Government of
the Republic of Uganda through the Ministry of Agriculture, Animal Industry and
Fisheries (MAAIF) applied for financing from the World Bank towards the cost of
the Agricultural Cluster Development Project (ACDP) and intends to apply part
of the proceeds for the Recruitment of additional staff for the Agriculture
Cluster Development Project (ACDP).

About The Project:

The Government of
Uganda has received a credit from the International Development Association
(IDA) towards the cost of the Agriculture Cluster Development Project (ACDP).
The project is designed to: (a) raise both productivity and overall production
of maize, beans, cassava, rice and coffee in 12 selected high potential
agricultural areas in Uganda termed “clusters;” and (b) improve the
effectiveness of the marketing chains for these commodities.

Key Duties and Responsibilities: 

·       Responsible for the MAAIF Agricultural
Statistics Database Design and develop database systems infrastructure for
efficient data storage and utilization in line with NFASS.

·       Develop infrastructure for a centralized data
repository/data warehouse to provide a platform for deployment of decision
support systems;

·       Maintain database systems infrastructure in a
functional and secure state.

·       Establishing the needs of users and
monitoring user access and security;

·       Support users in the use of the DBMS and its
associated applications and software tools e.g CS Pro, Stata

·       Monitoring performance and managing
parameters to provide fast responses to front-end users;

·       Refining the physical design to meet system
storage requirements;

·       Installing and testing new versions of the
DBMS;

·       Maintaining data standards, including
adherence to the Data Protection Act;

·       Writing database documentation, including
data standards, procedures and definitions for the data dictionary (metadata);

·       Controlling access permissions and privileges
to the Database;

·       Developing, managing and testing back-up and
recovery plans;

·       Ensuring that storage and archiving
procedures are functioning correctly;

·       Any other duties as may be assigned by the
supervisor.

Performance Indicators

·       MAAIF Agricultural Statistics Database
marinated and database system infrastructure developed for efficient data
storage.

·       Infrastructure for efficient data storage
repository/data warehouse developed.

·       Database systems infrastructure maintained in
a secure state.

·       Users in the use of the DBMS and its
associated applications supported.

·       Physical design to meet storage requirements
refined.

·       New versions of the DBMS tested and
installed.

·       Data standards maintained in adherence to
Data Protection Act.

·       Data documentation written.

·       Access permissions and privileges to the
Database controlled.

·       Back-up and recovery plans developed, managed
and tested.

·       Functionality of storage and archiving
procedures ensured

Qualifications, Skills and Experience:

·       The ideal applicant must hold a Master’s
Degree in Computer science, Statistics, Information Technology and related
field.

·       A bachelor’s degree in Computer Science,
Statistics, Information Communication Technology or related field.

·       Understanding of structured query language
(SQL), Knowledge of ‘relational database management systems’ (RDBMS),
‘object-oriented database management systems’ (OODBMS) and XML database
management systems,

·       Experience with their database software/web
applications, Up-to-date knowledge of technology.

·       Experience: Relevant work experience of at
least 3 years’ experience in data base management.

·       Interpersonal skills: Motivated self-starter and
good interpersonal skills with demonstrated ability to work effectively and
sensitively in teams. High levels of energy, initiative and flexibility in
quickly adjusting to changing work program requirements. Ability to juggle
numerous competing demands and priorities, respond quickly to internal and
external client requests, and set priorities for self and others.
