WFP has operations in various parts of the Country.
Job Summary: The Logistics Officer, shall oversee inland,
primary and secondary transport operations, management of the commodities at
the EDP sites, liaise and coordinate with Area/Field Offices dispatch and
oversee food distribution schedules, oversee compliance. The Logistics Officer,
will report directly to the Head of Logistics Operations UGCO or the designate
and is under the functional supervision of the Head of Supply Chain Unit, UGCO.
The role will have direct supervision over the Transport Unit and Nalukolongo Warehouse,
Commodity Management Unit and functional supervision over logistics staff based
at the extended delivery points of UGCO.
Key Duties and Responsibilities:

Manage
inland logistics operations including all logistics assets in order to ensure
timely and cost-effective delivery of WFP cargoes
·
Manage
and supervise inland transport operations at WFP Uganda Country Office
·
Ensure
WFP warehouses are managed in accordance to WFP guidelines
·
Ensure
adequate logistics preparedness through contingency planning and continuous
logistics preparedness reviews
·
Ensure
full compliance to food commodity management guidelines, real-time LESS and
Last Mile performance
·
Ensure
the integrity of transport information, including commodity tracking in WFP
standard systems
·
Coordinate
preparation of transport information for reporting purposes
Qualifications, Skills and Experience:
·
The
ideal applicant for the United Nations WFP Logistics Officer ST job placement
should hold an advanced University degree in business administration,
engineering, computer science, statistics or economics (preferably transport
economics).
·
At least
eight years of experience in management of inland logistics operations,
cooordinaton of transport operations, supervising and developing staff skills,
managing warehouse operations, funds management, budgeting and reporting,
managing multiple, interagency partners
·
Excellent
knowledge of logistics management
·
Excellent
knowledge of transport operations
·
Excellent
knowledge of warehousing operations
·
Excellent
knowledge of food commodity management guidelines, real-time LESS and Last Mile
performance
·
Language:
Working knowledge
(proficiency/Level C) of English (enter other WFP language, if applicable) is
required
Competencies:

Supply
Chain Management and Optimization: Analyses context of country challenges in order to lead the design and
management of supply chain network, to proactively mitigate and/or address
dynamic supply chain challenges, to ensure operational optimization.
·
Planning,
Project & Resource Management: Demonstrates the ability to design and manage the full lifecycle of
project management, including planning, engaging with partners and key
stakeholders, budgeting, strategically allocating material and human resources,
implementation and reporting.
·
Information
Management & Reporting: Ability
to proactively identify gaps in information and findings, analyse and evaluate
information, develop statistics, and translate into information management
products to facilitate decision making and demonstrate performance.
·
Market
Analysis, Contracting and Operational Execution: Demonstrates ability to analyse market
trends, designs concepts of operations, negotiates and establishes contracts
with WFP partners and service providers, ensures compliance with WFP rules and
regulations and effectively executes logistics operations.

Warehouse
and Inventory Management: Plans,
coordinates and manages service providers and warehouse operations to promote
safe, efficient, and sustainable operating procedures in the face of changing
climates and conditions within region of expertise.

Technical
Assistance and Coordination: Actively
establishes and maintains networks, leads coordination and the provision of
technical assistance, while demonstrating the ability to represent WFP to a
broad spectrum of key stakeholders (e.g. providing services, and working with
NDMOs/NDMAs).
