Job Summary:  The purpose of this position is to lead and
manage programme location unit staff in planning, implementing and monitoring
program interventions to high quality, and manage the teams to ensure they
perform highly and achieve organizational goals. The Program Area Manager is in
charge of providing strategic leadership in the overall implementation of the
Country programs at the regional/district level through the approaches which
are aligned with organizational priorities. Donor compliance across all grants
is also key.

She/he
is responsible in ensuring that all targets are met by staff across all key
management areas of operation, program, sponsorship, human resource and
finance. She/he works in partnership with local authorities at the district
/regional level and with Country office team. Overall, she/he is the representative
of the Country Director at the regional/district level and will ensure Plan`s
visibility and participation within the programme area by facilitating
appropriate collaboration, networks and partnerships.

The
post holder is responsible for coaching, managing performance and creating
enabling environment where staffs are able to carry out their duties
effectively and all accountabilities of a programme area are satisfactorily met

Key Duties and Responsibilities: 

·       She/he directly
supervises all staff under the programme area (approx. 15 to 25 staff depending
on the budget and grants within the PIA) including every aspect of their role
for effective delivery of all tasks.

·       He/she supports a three
year operational needs of program implementation and supervises child
sponsorship, administration, Information and technology, Monitoring &
Evaluation, Finance and staff from all sources of funding i.e. both grant and
sponsorship funded programs. He/she is also responsible for staff security.

·       She/he oversees the
graduation of the sponsorship communities and their families and downsizing of
operations in the program area.

·       Provides effective
operations and administration in the region.

·       Ensures PA staffs comply
and adhere to all organisational policies on Finance, procurement, security,
IT, Gender equality, Harassment, bullying & Non-discrimination policy as
well as Children and Young People Safeguarding policy etc.

·       The position will
support the operational needs of all technical position with strong collaboration
with National Programme Managers.

·       Oversees budget of the
Programme Implementation Area with approval limits as per the country policy

·       Accountabilities

·       Strategic Planning,
Development and Implementation

·       Provide overall guidance
and support to the Programme Area in development of regional Annual Operational
Plans, Programme/Project plans and budgets, and their implementation.

·       Lead the PIA to deliver
high quality programme through implementing projects in a timely manner and to
high quality, reflecting PIQP(Program& Influencing Quality Procedure)
standards, gender analysis, child protection as well as other organisational
priorities.

·       Monitor and guide
Programme Area regional programmes in the implementation of designs/AOPs, DME
processes, budgets and audit recommendations.

·       Map out funding gaps and
support preparation and/or review of key funding proposals before they are
submitted to the potential support offices and donors.

·       Lead the development and
review of the annual operation plans and budgets of projects and programmes, in
line with global, regional and national guidelines.

·       Support and monitor
implementation of projects/programmes and ensure programs/projects are being
managed and implemented in a manner that will result in achievement of goals
within set time frame and allocated resources.

·       Ensure scheduled design,
monitoring and evaluation processes (assessments, designs, baseline surveys,
evaluations, and transformational indicators measurement) are conducted and
reports completed and approved.

·       Integration of Children
& Young People Safeguarding  in
Programmes, projects, sponsorship operations and other interventions,

·       Monitor & Ensure
compliance with safeguarding children and young people policy in his or her
location

·       Provide leadership to
staff and communities in planning for and responding to emergencies and
disasters, including having in place a PIA level Disaster Preparedness Plans..

·       Act as the Emergency
Response Manager as  when emergency
responses arise in the region

·       Disseminate and support
implementation of Partnership and NO strategies, guidelines, initiatives and
policies in the region.

·       Maintain a highly
motivated team throughout the graduation process and manage staff
development/growth in order to build a cadre of high performing staff and
regional teams.

·       Support rolling out of
partnership and national level initiatives 
and adaptation of policies/guidelines

·       People management

·       Staff capacity is built
and their performance monitored through coaching, Mentorship, development
plans, and identification of talent for grooming as potential successors by
submitting succession plans.

·       Identify skill gaps and
suggest to HRM/CLT for capacity building

·       Enhance team performance
by supporting teams in developing monthly work plans and reviewing monthly
reports and sharing learning across PIAs.

·       Deal with unsatisfactory
performance proactively, alerting supervisor of any poor performance which
requires escalation

·       Prepare clear staff
Individual Accountability Plans & KPIs as per relevant job requirement

·       Leading in building a
motivated and high performing team which strives for success during the
graduation process.

Networking and advocacy

·       Build strategic
partnerships, networks, coalitions and alliances at the regional level and link
it with national level strategic engagements.

·       Spearhead, coordinate
and promote regional level advocacy, lobbying and influencing initiatives.

·       Work with the MER
department  to  document lessons and learnings from the
regional  programs and link with national  level advocacy initiatives

Management of Operations
and Standards

·       Ensure that costs from
grants are effectively recovered and all related costs under grants are charged
in appropriate account lines.

·       Track Programme Area
budget to ensure efficiency, timely and quality program investment, including
full expenditure to 100% at the end of the FY with well planned spending
throughout the year.

·       Ensure existence and
compliance of controls for risk reduction and management and that the PU risk
database is up-to-date.

·       Deliver cost effective
programs and adhere to internal control systems as per operational manual and
local policies.

·       Ensure PIA assets are
used and managed appropriately with inventory updated throughout in the
graduation process.

·       Work on the Audit Action
List as per the internal and external audits reports and suggestions share
monthly progress to Director of Operations

·       Fleet Management: Review
the vehicle weekly/monthly reports, logbook-, trip-, and fuel records, monitors
utilization, maintenance and fuel consumption and carry out monthly fuel and
maintenance spend analysis

·       Ensures that Plan
International’s global policies for Child Protection (CPP) and Gender Equality
and Inclusion (GEI) are fully embedded in accordance with the principles and
requirements of the policy including relevant Implementation Standards and
Guidelines as applicable to their area of responsibility. This includes, but is
not limited to, ensuring staff and associates are aware of and understand their
responsibilities under these policies and Plan International’s Code of Conduct
(CoC), their relevance to their area of work, and that concerns are reported
and managed in accordance with the appropriate procedures.

·       High quality child
sponsorship communications and sponsor satisfaction

·       Support the PIA staff in
planning and delivery of  the graduation
sponsorship communications so that targets are met consistently, in collaboration
with the sponsorship coordinator and 
Sponsorship Manager and any deviations three times consistently  by staff, disciplinary measure are taken.

·       Ensure all sponsorship
reporting is accurate and in line with global guidelines and graduation process.

·       Ensure that   regular community awareness meetings about
Plan programs and approaches are done across all Communities.

·       Ensure that community
members, Sponsored Child and their families 
monthly actively participate in Plan’s programs

·       Ensure that all sponsorship
commitments are implemented with  high
quality

·       Ensure that Global
sponsorship KPIs are met in time and with quality

·       Ensure that staff comply
with global sponsorship procedures on sponsor visits, Child protection, NOI
management etc.

·       Ensure that sponsored
families and communities are updated on Plan’s interventions and the graduation
process as a whole.

Qualifications, Skills and Experience:

·       The ideal applicant must
hold a Bachelor’s Degree in any development related field (Social Sciences,
Development Studies, Management, Education, Agriculture or Public Health).
Master’s degree is an added advantage.

·       At least 5 years working
experience in a similar role with a good awareness of current issues in the
field of development

·       Significant
understanding of project/programme design, implementation, monitoring and
evaluation.

·       Understand development
issues, trends, challenges and opportunities and implication to community
(child) development.

·       Knowledge of development
issue especially those impacting child rights realization

·       Knowledge on child right
programming.

·       Experience on project
management cycle especially on the participatory approach

·       Knowledge on people,
Budget, grants and financial management

·       Excellent people manager
with good team-building skills and proven record of managing and developing
teams of professionals, including those in dispersed/distant locations.

·       Analytical and problem
solving skills.

·       Organization and time
management skills in order to manage priorities within own workload, identify
deadlines and cope with conflicting demands.

·       Experience in networking
with poor children and their families, local and international NGOs, local
government partners, and local community-based organizations.
