Job Summary: The Monitoring & Evaluation Coordinator will
support the Head of Performance Metrics to ensure an effective regional
performance management of program implementation, lead efforts in technology
applications (SurveyCTO, smartphone & Telerivet), review and development of
data collection tools, Monitoring and Evaluations of program activities.
Regional Data Coordination and reporting; additionally, take lead in
coordination of M&E Capacity building. This position offers the unique
opportunity to ensure efficient and effective monitoring and use of sophisticated
M&E technologies to improve program systems as well as simultaneously gain
insights on scalable and innovative monitoring, evaluation and technology
techniques as part of a sophisticated M&E System. You’ll be joining a motivated, passionate, overachieving

Key Duties and Responsibilities:
Monitoring &
Evaluation Technology – 40%:
·
Ensure the SMS, Smartphone systems and
dashboards are up and running in a timely manner.
·
Review and update forms onto the Survey CTO as
and when need arises in a Timely manner.
·
Ensure all forms onto the Survey CTO are tested
before data entry in a timely manner.
·
Update the logistical data (School list, Mentor
list) onto the survey CTO systems.
·
Upload data onto the internal and external
dashboards in a timely Manner.
·
Incorporate the agreed upon reporting deadlines
onto the Survey CTO forms.
·
Ensure the Data in the Monitoring reports,
Regional report and the Dashboards tally in a timely Manner.
·
Review, Develop and share the Reporting Master
copies (Monitoring reports, Regional, school List, Quality check and Weekly
SMS) in a timely manner.
·
Review, Develop and share M&E Working
Trackers (Feedback Tracker for data, Filed visits, RMM, Trainings, Tools
feedback, Evaluation, Admin/M&E, communications, implementation follow up)
and templates (Weekly QC, Termly QC, data entry).
·
Coordinate updating of all M&E trackers are
updated on a weekly basis in a timely manner.
·
Review, Develop and test all Field Data
collection tools for Mentors, Youth Leaders (YL) & Program Officer (PO) in
a timely Manner. Ensure the admin-M&E Tracker is up to date.
·
Collect and compile feedback from data collection
tools usage in a timely manner.
·
Participate in Development of Data collection
instruments with Other Departments (Design and Innovations, Programs etc).
·
Develop Data entry Screens for data quality
checks, evaluations and/or surveys.
·
Maintain the dashboard for efficient
visualization display of data as well manage turnaround time in case it breaks
down.
Monitoring Implementation-2 (Two) Regions (30%)
·
Weekly Tracking of Regional Data for mentors,
Youth Leader (YL) and Program Officer (PO) in a timely manner.
·
Ensure the regional data for Completeness,
Authenticity, Accuracy and data error issues in timely manner
·
Conduct weekly data Cleaning, analysis for
mentors, YL and PO in a timely manner
·
Compile and Share the completed clean data with
the M&E coordinator for timely aggregation, dissemination and reporting
·
Follow up with the PO to get feedback on the
data shared in a timely Manner
·
Ensure the Feedback is implemented and Updated
on the Feedback tracker timely
·
Compile Regional qualitative Data for the
different activities in a timely manner
·
Conduct regular field visits to ensure the
quality of data collected and to verify the accuracy of reported data; update
the field visit Tracker
·
Conduct Data quality checks according to the
schedule
·
Support the Regional Field staff in any M&E
concerns in a timely Manner
Data coordination and
reporting (20%)
·
Plan and Conduct National data downloads and
share with the M&E Team for cleaning and analysis in a timely Manner.
·
Download ad-hoc data as and when need arises in
a timely manner
·
Compile and regularly maintain an updated
organization data Score card.
·
Compile, Prepare and share for review the Mid
and End of term Monitoring Report in a timely manner.
·
Prepare and share the Weekly M&E
Communication (PO and YL) to the Field Staff in a timely manner.
·
Suggest strategies to increase data use and
demand amongst Program staff
·
Review and analyze Regional reports (Mentors,
YL, PO) with the M&E Manager to identify and potential bottlenecks in
project implementation and to enhance quality of reporting.
·
Prepare and disseminate Monitoring report
during IAB
·
Monitor Error Rates <5% and seek for
strategies to improve these errors.
·
Ensure the Action from the data discussions with
programs are implemented and updated on the tracker in a timely manner.
·
Remind staffs on a regular basis to fill in the
monitoring check list. Download the data and share with the innovations
coordinator on a monthly basis.
·
Sample E! club data for survey in a timely
manner.
Monitoring &
Evaluation Capacity Building – 10%
·
Regularly conduct M&E training needs
assessment for field staff to determine the most relevant and cost effective
training needs
·
Design, develop and discuss the training
structure, materials, documents and manuals to ensure consistency and quality
of content and training
·
Liaise with Departments to ensure all New Field
staffs are adequately trained to easy Implementation of M&E related
activities and reporting.
·
With Departments Designs and develops a planned
and ongoing training schedule including Orientations for staff.
·
Regularly evaluates, reviews and update the
training materials for training.
Qualifications, Skills and Experience:
·
The ideal applicant hold a Bsc. in Statistics or
Quantitative Economics with strong Applied Knowledge of Survey CTO, Telerivet
& dashboard maintenance and
Statistical Packages (Excel, SPSS, STATA)
·
At least 3 years of professional experience in Data management, analysis and reporting.
·
At least 2 years’ experience in Monitoring &
Evaluation technology maintenance (Survey CTO, Telerivet and dashboard
maintenance), Monitoring & Evaluation, Training, communication, and
coordination skills.
·
At least 3 years of professional experience in Monitoring, Evaluation and reporting of
programs with ability to adapt to a fast changing environment.
