Job Summary: The Monitoring and Evaluation Officer will lead
in the development and implementation of a project performance monitoring plan
as well as reporting tools to track project progress and success in order to
ensure that project objectives and timelines are met.
Key Duties and Responsibilities:
·
Assist in
the development of the project work plan and keep it updated in accordance to
project activities and time frames as required;
·
Develop
the overall framework, for project M&E, including mid-term project reviews,
impact assessment and final evaluation;
·
Develop
project Performance Monitoring Plan with relevant data collection systems and
follow through to implementation and regularly collect data in order to measure
achievement against the performance indicators;
·
Develop
an M& E strategy and research, and create and regularly review appropriate
M&E tools to track and measure project progress and success;
·
Ensure
timely and high-quality reporting by streamlining reporting and documentation-
processes and developing reporting templates and formats;
·
Periodically
prepare M&E reports to relevant stakeholders including management and
donors;
·
Develop
and implement project related capacity building on M&E;
·
Periodically
produce reports on M&E findings and prepare presentations based on M&E
data as required.
Qualifications, Skills and Experience:
·
The
applicant must hold a Bachelor’s degree from a recognized university.
·
A minimum of three (3) years of professional experience in an M&E position
responsible for implementing M&E activities of international development
projects.
·
A
postgraduate qualification in Monitoring and Evaluation and experience working
with a similar project is desired
·
Knowledge
of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method,
and impact) and data collection and analysis methodologies.
·
Experience
in designing, implementing, and operating project M&E systems from project
initiation to closeout stages.
·
Experience
in planning and managing surveys.
·
Experience
in developing and refining data collection tools.
·
Experience
with data quality assessments and oversight.
