About Project:

The NORAD End Child Marriage Project, will work to ensure
that children, adolescents girls and boys aged 10-18 years and young women and
men 19 to 24 years old stay in school, are protected against child marriage and
empowered to enjoy their sexual reproductive health rights in societies where
gender equality is realised. Young women and men will also be reached with
economic empowerment activities to boost their savings, income earning capacities
and economic security. This is a five-year project funded by NORAD and
implemented in the four districts of Nebbi, Pakwach, Zombo and Adjumani.

Job Summary:  With direct management support from the
Project Manager (based in Nebbi) and technical support from the Monitoring,
Evaluation and Research Manager, the Monitoring and Evaluation (M&E)
Coordinator (based in Nebbi) will ensure implementation of monitoring and
evaluation system for the NORAD End Child Marriage Project. The M&E
Coordinator will ensure that suitable Performance monitoring and evaluation
Plans are in place, implemented as intended, and reporting in a comprehensive
and timely manner to facilitate project coordinators and managers deliver the
project and achieve the desired outcomes/impacts.

Key Duties and Responsibilities: 

Implementation of
project Performance Monitoring Plan

·       
In collaboration and close consultation with
MER-Manager, NO – M&E advisors – Norway, define the project results
framework, develop the project Performance Monitoring Plan/Framework (PMP) as
well as Provide an indicator tracking table and indicator reference sheets,

·       
Ensure adherence to the PMP and data collection
tools in a consistent manner across all 9 districts.

·       
Provide troubleshooting and technical support to
the field level and organize, compile and analyse data from all districts to
facilitate reporting to Project Management and feedback at community, district
and project levels.

·       
In close consultation with the M&E Advisors
in Norway and MER-Manager, support the development of project M&E tools to
respond to PMP and all aspects of data collection.

·       
Provide support to the roll-out of a project
management information system (MIS) for mobile data collection, in close
consultation with M&E advisor (Norway) and with field level M&E staff.

·       
Support district project officers to oversee and
supervise external consultants and enumerators as needed for all monitoring
data collection, ensuring adherence to gender and safeguarding protocols.

·       
Work with project and support staff to ensure
that project design in the proposal is logically sound, beneficiary-informed
and contextually appropriate, based on learning from other or previous projects
and technical best practice, and includes a Theory of Change and SMART logical
framework (with Plan International core indicators and enabling assessment of
project progress, quality, outcomes, and if relevant impact).

Capacity building for the project team and
partners in monitoring, evaluation and data collection and documentation

·       
Supervises 
M&E  Assistant  for End Child Marriage Project Monitoring

·       
Work with project and support staff to determine
which monitoring activities will take place and which data collection methods
will be used to ensure their adequacy and appropriateness;

·       
Work with project and support staff to ensure
that monitoring activities are adequately resourced, with sufficient project
and support staff and adequate budget;

·       
Work with project and support staff to ensure
that the project work plan includes monitoring activities (or that a
stand-alone monitoring work plan is in place), is up-to date and progress
tracked.

·       
Work with project and support staff to develop,
translate, pilot and finalize data collection tools as needed;

·       
Assist in training of staff in data collection
methods, management, analysis and action techniques;

·       
Work with project and support staff to ensure
that data is collected and entered into MIS and/or tracking sheets, and/or the
data platform on a regular basis;

·       
Responsible for providing consistent, supportive
technical input to strengthen project and district M&E staff project
delivery as necessary to meet monitoring objectives and ensure data quality;

·       
Responsible for conducting data quality audits
of the project to identify and resolve systemic problems affecting data
quality, and documenting and storing findings in project files in the MIS or
similar applications;

·       
Assist in conducting regular analysis and action
planning meetings to (1) compare data against project milestones, targets, and
quality expectations across project sites; (2) identify issues requiring
further attention; (3) define action needed and share and or assign
responsibility and deadlines;

·       
Work with project and support staff to track
progress on action points related to implementation and M&E activities;

·       
Work with project and support staff to provide
M&E inputs for reports written during project implementation;

Evaluation:
Technical oversight and support for surveys and learning initiatives

·       
In close consultation and collaboration work
with the Research and Evaluation Coordinator, Learning and Accountability
Coordinator and other project and support staff to develop the TORs for
surveys.

·       
Working with the Research and Evaluation
Coordinator, lead design and planning of surveys, ensuring survey findings are
documented.

·       
Work with Research and Evaluation Coordinator
and other support staff to develop detailed work plans and budgets for survey
activities/initiatives. Work closely with R&E Coordinator, L&A
Coordinator to deliver development and analysis of the project baseline, mid
and end term surveys and learning and accountability as necessary.

Facilitation of
project/organizational learning

·       
Assist in conducting and documenting end of
project learning reviews, and sharing lessons learned and best practices,
incorporating these into new project designs;

·       
Assist in identifying, documenting, storing and
sharing lessons learned that have implications for refinement of best
programmatic practice.

Qualifications, Skills and Experience:

·       
The applicant must hold a University Degree in a
development related field (Statistics, Social Science, Development Economics,
or a related discipline); Additional M&E qualification are a huge added
advantage, asset and essential

·       
Minimum 4 years of experience within the development
/ humanitarian sector or in the private sector;

·       
Proven technical skills in monitoring and
evaluation, including experience with multi-sectorial and multi-donor funded
programs and experience with qualitative and quantitative data collection and
analysis;

·       
Proven abilities in developing monitoring plans,
data collection, information management, use of databases, and analysis and
performance monitoring;

·       
Strong planning, organizational and
interpersonal skills;

·       
Excellent analytical, presentation, and reporting
skills;

·       
Excellent data management and data analysis
skills, with solid skills in Microsoft Excel, SPSS, EpiData;

·       
Demonstrated leadership, versatility, and
integrity

·       
Excellent communication, presentation, and
writing skills in English

·       
Willingness to travel to various project sites.
