Alliance Forum for Development-AFOD Uganda is a non-profit,
non-governmental organization working with humanitarian and development
partners to address the needs of conflict affected population, rural and urban
poor communities in Uganda to address their real needs in areas of health,
nutrition, food security and livelihoods, environmental health, protection and
psychosocial support, and research.
Job Summary: The Head of Programme (HOP) provides strategic
leadership and direction to AFOD Uganda Country programme and ensures that AFOD
overall strategic objectives are met within the framework of AFOD policies and
procedures and requirements of the local and international program standards.
The HOP is a member of the senior management team (SMT) and S/He will be required
to develop and implement long term programme strategies, plans and coordinate a
broad spectrum of programmes. S/He will provide an oversight function in
management, planning, co-ordination and supervision of all field offices, and
guarantee timely and high quality programme delivery that is consistent with
AFOD’s Vision, Mission and Values and aligning them with country priorities.
Key Duties and Responsibilities:
Coordinate strategic planning, program development, review and
evaluation processes in line with the AFOD strategy
·
Contribute to the development and implementation
of a long-term country strategy including emergency response.
·
Define the annual operational plan, in
collaboration with the rest of the Senior Management Team and the Executive Director,
and within the framework of the AFOD Uganda strategy.
·
Oversee the strategic implementation of
programme activities from the different funders and implemented by the
programme team, this includes leading on the annual work plan in collaboration
with project Managers and the technical team.
·
Analyze the information provided by the
Project/Programme Managers in order to take appropriate operational decisions.
·
Work with the Executive Director to diversity
the funding base through developing existing or new relationships with donors.
·
Facilitate the design of the operations plan for
an emergency response in collaboration with Emergency Programme Manager and
other technical Managers
·
Coordinate the operations of an emergency
response in conjunction with the Programme Manager and ensure the appropriate
follow-up of the emergency interventions.
·
Support in analysis of the context and trends of
environmental issues in areas of AFOD intervention with appropriate response
measures.
Guide program operational planning, implementation and monitoring
processes in line with the AFOD strategic plans
·
Coordinate and
ensure the development of annual program work plans and budgets by all
Program units
·
Provide technical guidance in program planning
and implementation
·
Conduct field level visits to program areas and
IPs to provide support supervision and guide program implementation
·
Ensure that strategic decisions regarding
programmes are implemented.
·
Make key decisions in relation to the programme
implementation and offer solutions to problems that arise during the
implementation of programmes.
·
Ensure the programme meets Quality Standards and
international Codes of Conduct.
·
Ensure programmes are implemented and evaluated
in a consultative and participative manner through regular field visits using
accountability framework and related appropriate tools.
·
Based on the outcome of monitoring and
evaluation, recommend changes in the programme to ensure that targets are met,
and objectives achieved.
·
Ensure the timely submission of proposals and
reports, in coordination with the Health & Nutrition Expert, Field Managers
and with inputs from Logistics and Finance departments
·
Review proposal and reports prior to submission
to the Executive Director for validation.
·
Ensure gender is mainstreamed in all programmes.
·
Review, consolidate and share program reports
within and outside the organization for shared learning
Supervise, motivate, appraise staff in the programme and build the
capacity of program and non-program staff in line with the organizational
strategy and policies
·
Actively participate in the Senior Management
Team (SMT) coordination and activities.
·
Set performance targets and appraise the program
team in line with the AFOD Human Resource policy and other organizational
policies and procedures
·
Monitor performance and achievement of set
targets for the program team
·
Facilitate team building across the Programmes.
·
Motivate the programme team and ensure they have
clear objectives and receive meaningful feedback on their performance.
·
Provide Human Resources Management to ensure the
short and long-term success of the programme, including recruitment, staff
development
·
Work with the logistics and HR departments to
ensure that adequate means are available to support the field managers to
implement good quality programs.
·
Facilitate regular field trips for supervision
and discussion of each programme, define constraints, priorities, plans of
action, etc.
Provide leadership in Networking and building strategic alliances in
line with organizational strategies and policies
·
Ensure good coordination and coordination
between the programme teams and the logistics and finance and administrative
teams.
·
Ensure regular and effective communications are
maintained within the programme and with the Executive Director and others at
Head Office.
·
Build relationships with other NGOs both local
and international and with donors.
Enforce adherence to program-specific procedures for requisition and
reporting expenditures in accordance with the AFOD Finance Policy and procedure
Frameworks and International Financial Reporting System
·
Assist the programme team to develop, finalise
and closely monitor their programme(s) budget.
·
Work closely with the Finance Department to
ensure effective financial and budgetary control of the programmes, according
to policy and procedures.
·
Ensure corrective measures are taken to address
over/under spends in the project budget
·
Identify annual efficiency savings across the
programme.
AFOD fundraising strategy
·
Participate and contribute to the identification
of program funding gaps, priorities and opportunities
·
Participate and contribute to the development of
funding concepts and proposals
·
Consolidate, review and submit funding concepts
and proposals to potential donors
·
Perform any other duties as assigned by the
supervisor
Qualifications, Skills and Experience:
·
The applicant should preferably hold a Master’s
Degree in Public Health, Health Services Management, International Health or
Business Administration or other related course from recognized University.
·
Bachelor’s Degree in Medicine, Public Health,
Nutrition, Agriculture, Nursing or any health-related discipline
·
A minimum of five years of proven programme
management experience, and at least 2 years of Senior Management experience in
an NGO
·
Proven experience with NGOs in both humanitarian
and development field, locally and/or internationally.
