About US:
The AIDS Support Organization (TASO Uganda) is an
Organisation contributing to a process of preventing HIV infection, restoring
hope and improving the quality of life of persons, families and communities
affected by HIV infection and disease. TASO is implementing various projects
funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the
Center for Disease Control and Prevention (CDC), United States Agency for
International Development (USAID) and the Global Fund to support the Government
of Uganda accelerate epidemic control and the attainment of the UNAIDS 95 95 95
goals.
Job Summary: The Care and Treatment Technical Advisor will
provide technical support in the areas of Paediatric HIV Care and Treatment,
Pharmacy and Logistics, Laboratory Services, Adult Care and Treatment,
Elimination of Mother-to-Child Transmission of HIV/Early Infant Diagnosis
(EMTCT/EID), Nutrition Assessment and Counselling Support (NACS) to the cluster
teams and health facility personnel.S/he will support the implementation of
comprehensive care and treatment, EMTCT/EID and NACS services in the Region.
S/he will spearhead mentorship and supervise Technical Officers in technical
aspects of comprehensive care and treatment and EMTCT to achieve HIV epidemic
control and the attainment of the UNAIDS 95 95 95 goals.
Key Duties and Responsibilities:
·
In liaison with the Cluster Technical Officer,
ensure implementation of all set project activities; ensure project reports are
reviewed and submitted on time.
·
Develop and monitor care and treatment work
plans and budgets in alignment with project requirements
·
Provide TA and supervision to the project officers
(POs) care and treatment and EMTCT in the cluster areas
·
Provide support in the implementation of cluster
activities to foster project understanding
·
Participate in quarterly project review meetings
at the regional level and all stakeholders meetings
·
Attend cluster team meetings regularly
·
Provide oversight and leadership for cluster
teams and field activities for care and treatment services to scale up ART
coverage, retention rates, patient monitoring, eMTCT/ EID, NACS, TB/HIV co
management and quality of services in alignment with MoH standards
·
Ensure Integration of EMTCT/EID and NACS with
the other technical areas
·
Promote Early initiation of ANC (at least by 12
– 14 weeks) by pregnant women through Community mobilization
·
Promote re-testing for HIV negative pregnant
women during antenatal, Labour and post-natal in line with national guidelines
·
Promote couple/partner HIV/STI testing and
counselling for all young women
·
Promote safer sex for discordant couples, dual
protection, and prioritization for treatment
·
Promote provision of STI treatment to young
women and their partners
·
Establish Adolescent, friendly Sexual
Reproductive health services, targeting adolescent girls and young women age
10-24 years
·
Work with the Pharmacy Logistics Support Advisor
to ensure regular checking-up of medical supplies in the Medical Store and
alert the as required to avoid stock out situations and ensuring proper timely
replenishment.
·
Liaise with the Laboratory Technical Advisor to
provide Laboratory Support Mentorship, Lab SPARS, LQMS, SLMTA and Bio-risk
management and ensure that Lab quality management system essentials are
implemented.
·
Conduct TNAs for care and treatment staff and
work with the Capacity Development Advisor to ensure that trainings and
mentorships are done
·
Network and collaborate with other service
organizations in the region.
·
Ensure timely appraisals of supervisees are
done.
·
Monitor Care and treatment resources in the
region including funds and other supplies disbursed to ensure accountability.
·
Actively participate and respond to call for
proposal writing within the project framework.
·
Compile regular reports to the Care and
Treatment Manager and the programmatic and technical personnel
·
Promote and share best practices and lessons
learned with key stakeholders

Technical Assistance (TA) provided to increase;
New on ART, ART coverage, retention rates, patient monitoring, eMTCT/ NACS

for Paediatric, adult and eMTCT / EID, NACS, HIV/AIDS treatment and care
services and the National QI Integration framework in the region

Care and treatment performance monitored and
presented to the regional team regularly

Participation in project proposal writing and
response to new FOAs

Regular reports to the Prevention, Care and

Qualifications, Skills and Experience:
·
The applicant must hold a Basic qualification in
bachelor of Medicine and Surgery (MBChB)
·
A Master’s degree in Public Health or a related
field is an added advantage
·
Required Experience and Exposure
·
At least 5 years’ professional experience
managing and implementing health systems strengthening programs in the areas of
health policy and administration, health sector development, public health with
a minimum of (3) years’ experience in sub-Saharan Africa, Uganda experience
preferred.
·
At least three (3) years’ demonstrated
experience in managing and supervising health systems activities and teams.
·
Skills in strengthening service delivery
programs, training, performance and quality improvement and monitoring and
evaluation.
·
The ability to liaise with senior district
officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit
business community, and members of the donor community.
·
Demonstrated in-depth understanding of Uganda’s
healthcare system, particularly the public health system, experience living and
working in the region preferred.
·
Strong oral and written communication and
presentations skills in English.
·
Familiarity with CDC or other USG
administrative, management, reporting procedures, systemsand experience with
contracts preferred.
·
Proven track record working with a project team
composed of several technical experts and fostering team work.
·
Ability to coach, mentor and develop technical
capacity in national programs and technical staff in HSS.
·
Ability to travel up to 50% time.
·
