Job Summary:   The Reporting Compliance and Partnering
Officer will provide overall management supervision of Commodity Tracking
System in the country. Ensure that all food and non-food aid projects have
adequate capacity to track and account for all the food and non-food items
received from various donors from the point of receipt to the final beneficiary
using CTS system. Ensure compliance with WV Uganda, FPMG and Donor (USAD/FFP,
WFP, EC/ECHO etc) requirement regarding accounting and reporting for all
donations given to WV Uganda.

Key Duties and Responsibilities: 

Reporting
& accountability

·       Oversee operation and
functionality of the CTS database in West Nile Food Assistance Program.

·       Offer technical support
and troubleshooting to field teams including capacity building, installation,
and upgrades in coordination with DMT technical specialist.

·       Escalation of bugs,
issues or new development requests to DMT technical specialist.

·       Make sure all data
backups done monthly and stored safely.

·       Overall in-charge of
reconciliation of distribution figures with WFP field/area offices.

·       Review monthly CCTS and
narrative reports before submission to DMT and WFP by the 10th and 05th of each
month respectively.

·       Submission and follow-up
of project CSS, ensure its signed and uploaded on DGDB in a timely manner.

·       Conduct audit
preparation drills and reviews periodically with the aim of the project achieving
a green audit rating.

·       In liaison with finance
team maintain the invoice tracking table and other relevant documents uploaded
in the DGDB on time achieving a minimum 99% score each month.

·       Consolidate all project
reports and ensure there is a safe and consistent backup procedure in place.

·       Maintenance of the
central archive.

·       Commodity losses/damaged
are identified, documented and recovery processed conducted.

Capacity
building

·       Put in place a system
for ensuring current trained FAIRO keep their skills refreshed.

·       Put in place a
succession plan for future FAIRO and Compliance staff to ensure impact on
project is minimal in case of staff transition.

·       In charge of GFA
capacity building approaches and materials.

Compliance

·       Conduct monthly PMI
rating in accordance to DMT standards.

·       Maintain a tracker for
reports by technical officers to ensure reports are submitted on time (Weekly,
monthly, quarterly)

·       Conduct monthly field
visits to check on the effectiveness of internal controls and compliance within
WVU food Program enhanced.

·       Generated monthly
compliance reports and follow-up on issues to be closed within one month.

·       Track project start up
and close out activities are implemented and close out plans and reports are in
place. E.g. End of project reports, Close out certificates posted on the DMT
database.

·       Develop risk assessment
plans and registers updated on a bi-annual basis during design and
implementation of food assistance projects.

·       Collaborate with
internal and external audit on investigations of whistleblower cases, suspected
fraud, mismanagement and loss of assets.

Partnering
& networking

·       Conduct partner
assessment in compliance with WFP and DMT standards to determine potential
partners and mapping.

·       Conduct partner capacity
assessment and identify gaps for capacity strengthening.

·       Lead in periodic partner
performance evaluation and advice management accordingly.

·       Conduct formal and hands
on capacity building sessions with co-applicant staff.

·       Conduct quarterly
compliance reviews to ensure that the co-applicant is implementing within WFP
and WV standards.

·       Review co-applicant
reports and integrate them as part of regular WV reporting accordingly.

·       Participate and
contribute to development of MoUs, agreements or contracts to co-applicants in
line with WV standards.

·       Work with the
co-applicant to identify risk areas, document, develop a plan of action and
follow-up on implementation.

·       Conduct period onsite
visits to co-applicant to review activity implementation.

·       Participate and
represent WV in all WFP partner engagement at field/Area office level.

Qualifications,
Skills and Experience:

·       The ideal applicant for
the World Vision Reporting Compliance and Partnering Officer job must hold a Bachelor’s
degree in community development, Business Administration, Information Technology
I.T, Computer Science, Accounting or Statistics.

·       Three years’ working
experience in humanitarian development with a NGO or UN agency in Commodities
Tracking /Accounting or compliance.

·       Working experience in
port operations, clearing and forwarding, dispatch and logistics planning,
warehousing and store keeping.

·       Good command of oral and
written English.

·       Computer literacy is an
added advantage.

·       Strong analytical
skills.

·       Knowledge of major donor
regulations pertaining to commodities accountability and reporting.

·       Computer literate

·       Must be a committed
Christian, able to stand above denominational diversities.

·       Attend and
participate/lead in daily devotions and weekly Chapel services.
