Job Summary: The Project
Coordinator-Youth Economic Livelihoods will be responsible for the assessment,
response analysis, design and implementation of the Youth Economic Livelihood
components of the NORAD End Child Marriage Project.

Dimensions of the Role:

Providing technical
support to:

·       Annual project planning,
implementation and reporting

·       Budget development,
scheduling, implementation and tracking

·       Partner Capacity
Building

·       Participate in project
coordination activities

·       Supporting monitoring
and evaluation

·       Project Risk management

·       Representation were
assigned at district and national level to implement the advocacy activities as
stated in the project.

·       compliance with child
Safeguarding Policy and Guidelines are adhered to in project implementation

·       Accountabilities

Key Duties and Responsibilities: 

·       Working in Close
consultation and with supervision from the project manager, the project
coordinator Youth Economic Livelihood performs the following roles to implement
the Youth Economic Livelihood component of this project:

·       Provide specialised
professional technical support for implementation the youth economic livelihood
activities under this project.

·       Support in developing
and implementing weekly, monthly, quarterly and annual project work plans and
budgets.

·       Prepare and submit to
project manager, high quality activity, weekly, quarterly and annual narrative
reports for all completed activities.

·       Support effective
coordination and management of partnerships as well as building relations with
all other actors involved in the implementation of  this project to achieve desired results

·       Coordinate effectively
with other thematic project coordinators and other staffs supporting the
implementation of this project and leverage efforts, , build synergy, team work
and deliver high quality project results

·       Support tracking,
monitoring, evaluation, documentation and reporting of project outputs,
outcomes, impact or results and changes in close collaboration with MER
Coordinator.

·       Facilitate use of data
and evidence from monitoring and evaluation system to inform decision making to
strengthen processes and implementation of the NORAD project.

·       Support effective project
budget utilization, management and monitoring for activities directly
implemented by Plan staff and partners.

·       Support timely
accountability for funds used to implement project in line with Plan
international accounting policies and procedures and donor requirements.

·       Assist in effective
management of project resources including procurements in accordance with Plan
International Uganda policies and guidelines and in accordance with grant
conditions.

·       Support with
representation in meetings with partners, government line ministries and other
stakeholders at district and national level project related activities in close
consultation with the Project manager.

·       Assist with project risk
management in the implementation of the project to minimise their occurrence
and possible effects on the project in line with Plan International Risk
Management policy and project risk mitigation measures

·       Ensure compliance with
Plan International’s Safeguarding Children and Young People Policy and
guidelines in all project activities

Qualifications, Skills and Experience:

·       The ideal applicant must
hold a Degree in Agriculture, Economics, Commerce, Business administration,
Finance, development studies, entrepreneurship or Micro Finance.

·       At least five years of
progressively professional work experience in design, implementation, and
evaluation of education programmes. Experience working in international non-
governmental organization or private sector and business enterprise is an
asset.

·       Knowledge of the
dynamics in microfinance, entrepreneurship and employability.

·       Knowledge and experience
of working with private public partnerships (PPP)

·       Experience in
implementing of employability interventions for young people preferably with an
International Non-Governmental Organization and/or private sector.

·       Excellent coordination
and organization skills. Able to work in a matrix environment and keep track of
multiple priorities and adhere to deadlines.

·       Demonstrated skills and
experience in report writing, donor compliance, and budget management.

·       Ability to identify and
synthesise best practices and lessons learned to promote knowledge management
and sustainability.

·       Youth Economic
Empowerment framework and policies in Uganda.

·       Ability to work in hard
to reach hard areas and to stay familiar with programming for vulnerable
children especially young girls and boys

·       Establishes effective
partnerships with external stakeholders

·       Excellent communication
(verbal and written) and interpersonal skills, with ability to work with people
from diverse cultures

·       Strong computer skills
and knowledge of Microsoft software including MS Word processing, Power point
presentation, Excel spreadsheets, e-mail, and web-based research

·       Experience with gender
transformative programming (GTP) and mainstreaming gender equality and
inclusion in  the education context
