years and has been working in Uganda since 1998. It has particularly working in
the conflict zones where tens of thousands of people have been kills and over
1.6 million displaced. Following a peace agreement in 2006, Ugandans are
returning home and looking to rebuild their lives. The IRC is there to protect
women and children from violence and exploitation by fostering a safe
environment and encouraging education, and is supporting farmers and small
businesses, and helping communities promote peace and long-term development.
Job Summary: The Monitoring, Evaluation and learning
officer will have the overall responsibility of providing guidance, supervision
and analyzing project data to gauze project progress, proposal writing, donor
reporting and decision making. S/He is responsible for data collection,
analysis and safe storage of project and patients records. Equip health
facilities with data collection tools and replenish in a timely manner. Develop
data bases for all health projects and update on a regular basis and put in
place a system of control and accountability of all health activities. Collect
and verify accuracy of records daily, weekly, monthly, bi‐annually and annually
depending on the need.
Key Duties and Responsibilities:

Revise the program objective hierarchy and log
frame matrix (activities, processes, inputs, outputs, outcomes and impacts);
·
Determine M&E needs of program management
and share with the management
·
Identify and design performance questions, key
indicators and targets for each program component and for each level of the
objective hierarchy;
·
Agreeing how to record, report and analyze
progress against the planned activities and design the format of such progress
reports;
·
Review existing social and economic data for the
program area to assess if it can provide good baseline data for impact
evaluation, identifying gaps to be filled;
·
Design the formats and procedures for
operational monitoring;
·
Regularly review existing M&E and management
information systems of IRC and identify where support is needed;
·
Collect, compile and analyze reports prepared by
sections and prepare consolidated progress reports for program management to
submit to the senior management,
·
Review monitoring reports to assess interim
impacts and identify causes of potential bottlenecks in implementation;
·
Develop feasible and effective discussion events
where M&E data are analyzed and corrective actions can be agreed upon;
·
Guide and supervise organizations studies
required for evaluating program effects and impacts;
·
Training on M&E and facilitating design and
implementation processes
·
Undertake and facilitate others to implement the
M&E plan, regularly revise and update performance questions, indicators,
methods, formats and analytical processes.
·
Ensure security and confidentiality of IRC data
·
Ensure health, safety, and security in your area
of operation
·
Promote the vision, mission and the values of
IRC as expressed in the policies, regulations & guidelines of the
Organization.
·
Any other duty assigned by the Immediate
supervisor
Qualifications, Skills and Experience:
·
The applicant must hold a University degree in
Biostatistics/statistics or related discipline from a recognized institution is
essential OR a diploma with at least 3 years of experience.
·
Training in M & E is essential.
·
Registered member of a relevant professional
body is an added advantage
·
At least three years of professional experience
in the field of supply chain management
·
Strong analytical skills.
·
Excellent Managerial skills.
·
Excellent interpersonal skills including ability
to gain trust and build relationships.
·
Ability to handle multiple tasks; proven self‐initiative and problem
solving abilities.
·
High standard of spoken and written English.
·
Good computer skills including Microsoft Excel,
Access, Word, Outlook, and Power Point.
·
Be able to work in a stressful setting and adapt
quickly to changing environments.
