Job Summary: The
Monitoring & Evaluation Officer will provide support in the implementation
of the Bank’s M&E Framework with the view to enhance the development impact
assessment process of the Investments promoted by the bank. The Monitoring &
Evaluation Officer is responsible for collection of data, collation,
assessment, analysis and reporting of development impact accruing from the
Bank’s interventions.
Key Duties and Responsibilities:
· Identifying and collecting data from UDB Clients datasets that can aid in Development
Impact reporting.
· Design data collection tools in a manner suitable for capturing relevant
baseline information and data in a consistent and usable format.
· Provide support in identifying and assessment of the relevant development impact
associated with the Bank’s investment and the reporting requirements of the
project sponsor.
· Provide technical support to various teams to utilize data collection templates,
processes and to adequately monitor and report on the ex ante and realized
development results in a timely manner
· Enforce
use of evaluation tools and undertakes analysis of data derived from such tools
with the view of assessing project impact.
· Reviews loan applications and conducts ex-ante development impact
assessment, utilizing the available development impact assessment tools
· Conducts final client visit and prepares final report and ex post
development impact assessment report.
· Carries out case studies for identified projects/successful loans resulting in positive
development outcomes and generate reports as required from time to time by the stakeholders
· Provide support in the compilation of development outcome reports to fulfill
different stakeholder requirements.
· Ensures client data is routinely entered in M&E database and monitors databases for
completeness and accuracy
· Routinely monitors the application and effectiveness of the M&E relatedMIS
system and liaises with MIS to provide feedback as to whether the MIS tools are
adequate for UDB’s M&E requirements
· Identifies emerging lessons learned and facilitates analysis, compilation, updating
and cascading of lessons learned, into various processes (incl. loan
appraisal).
· Perform any other role as required from time to time by the Bank
Qualifications, Skills and Experience:
· The ideal applicant must
hold a Bachelor’s degree in Economics, Development Economics or Quantitative
Economics, Statistics from a reputable education institution; Post graduate
qualification in related field will be an added advantage
· At least 5 Years’ experience in research, Poverty assessment or Development
impact assessment assignments or related field, Preferably in the public or NGO
sector
· Candidate must demonstrate a good understanding of development issues that
relate to developing economies
· Experience in the application of standard data analysis tools is a prerequisite.
· Superior analytical skills and numerical affinity
· Strong communication (both written & oral) and ability to present ideas logically
· Good interpersonal skills
· Attention to detail
