Job Title:   Manager Procurement and Disposal

Reports to:  Managing Director / CEO

About US:

Uganda
Electricity Transmission Company Limited (UETCL) is responsible for bulk
purchase of

electricity
from the generating companies and selling the electricity in bulk to the
distribution companies throughout Uganda. UETCL is also responsible for all
exports and imports of electricity to Uganda.

Job Summary:   The main purpose of the Manager Procurement
and Disposal is to manage all procurement and disposal activities of the Uganda
Electricity Transmission Company Limited (UETCL) in accordance with the Public
Procurement and Disposal of Public Assets Act, Regulations and Development
Partners’ procurement guidelines.

Key Duties and Responsibilities: 

·       Offer managerial
oversight to the Procurement Department and in doing so supervise and manage
the performance and development of staff in the Department in line with UETCL’s
goals, objectives, policies and regulations.

·       Facilitate procurement
planning, contracting and control to ensure compliance with best practices and
value for money.

·       Prepare and maintain an
updated procurement and disposal plan for the Company and ensure adherence to
the plan.

·       Liaise with the Public
Procurement and Disposal of Public Assets Authority (PPDA) and Development
Partners on matters within their jurisdiction in accordance with Sec 31 and Sec
32 of the PPDA Act.

·       In consultation with
user departments, initiate the procurement processes and coordinate the
preparation of Terms of Reference, Statement of Requirements, Specifications
and Bid documents for procurement activities under UETCL Corporate Business

·       Plan and Statutory
performance agreement.

·       Support the function of
the Contracts Committee and implementation of their decisions.

·       Periodically review the
internal procurement policies, practices and procedures to ensure relevance
with UETCL’s Business strategy

·       Maintain an updated
Company procurement profile on the Government Procurement Portal (GPP).

·       Maintain and archive
records of the procurement and disposal process.

·       Develop and manage the
Procurement and Disposal documentation process, storage system and registries
for procurement related documents and records in line with the PPDA Act and
Regulations and UETCL’s Records Management guidelines.

·       Provide technical advice
and guidance to staff of UETCL on procurement and disposal matters.

·       Monitor performance of
UETCL’s contracts.

·       Establish and maintain
an updated database of prequalified suppliers and service providers.

·       Manage departmental
resources and activities including but not limited to budgeting, procurement
and human resource.

·       Ensure timely delivery
of procurements in accordance with procurement plan.

·       And carry out any other
duties as may be assigned from time to time.

Qualifications, Skills and Experience:

·       The ideal applicant must
hold a University Degree in Procurement and Logistics Management or Procurement
and Supplies Chain Management or Business Administration or Commerce or
Economics or Electrical Engineering or Civil Engineering or Mechanical
Engineering.

·       Master’s degree in
Procurement and Supply Chain Management will be an added advantage. Full membership
of Chartered Institute of Procurement and Supply (CIPS).

·       Eight (8) years’
experience in Public Procurement Management, non-consulting services, works and
consulting services.

·       Eight (8) years’ proven
experience at senior officer level in Procuring donor funded projects
specifically African Development Bank (ADB), World Bank, Islamic Development
Bank, JICA, European Union (EU) and BADEA.

·       Demonstrated experience
in the project lifecycle management. Ability to work as part of a team and to
develop subordinates.

·       Understanding of
significant legal and commercial issues within the supply chain.

·       Strategic thinking and
ability to work and produce accurate results in an environment with multiple
and challenging tasks.

·       Proven record of
integrity.

·       Excellent interpersonal,
particularly staff/management relation, oral and written communication skills.

·       Must possess a valid
driving permit.

Terms of Employment and
Remuneration

·       Appointment is on a five
(5) year contract renewable based on performance.
