Job Summary:  The Bursar is the overall in charge of the
Accounts Department. The main purpose is to ensure the responsibilities of the
department are accomplished through proper staffing.

Key Duties and Responsibilities: 

·       To ensure that all the
financial policies and procedures of the Institution are followed & adhered
to.

·       To plan for and
supervise other staff in the Accounts Department.

·       To supervise preparation
of final accounts ready for external audit.

·       To follow up of any bank
queries.

·       To motivate staff and
provide counseling.

·       To ensure proper and
timely Accounts staff appraisal and follow up on any issues arising.

·       To supervise and manage
in the establishment of the fixed assets register.

·       To oversee the stores
function.

·       To manage and supervise
payroll preparation, authorization and approval.

·       To ensure that statutory
deductions like NSSF, PAYE are correctly computed and withheld.

·       To ensure that the
accounts of the UCU Mbale University College are prepared in time and submitted
to Management and Advisory Council and its Committees.

·       To withdraw funds from
banks for official use and hand them over to Accounts Assistant for
disbursement.

·       To collect bank
statements from the bank.

·       To collect Cheque books
from the relevant banks.

·       To carry out any other
related duties as may be assigned by College Secretary/Principal from time to
time.

·       To Budgeting – in charge
of preparing the budget for the College and ensuring that finances are spent
according to the budget

·       Ensuring that all
financial transactions in the College are handled according to the strategic
plan

·       Any other official
duties that may be assigned by the supervisor.

Qualifications, Skills and Experience:

·       Must have a Master’s
degree in either:-Finance and Accounting or, Commerce (Accounting option) or
Business Administration/Studies (accounting option) from a recognized
institution of higher learning.

·       Must have a Bachelor’s
degree in Business Administration with a bias in Accounting or Finance or any
other related Accounting and Finance Degree from a recognized institution of
higher learning.

·       A professional
Accounting qualification in ACCA, CPA, CIMA or CIA.

·       Must have worked as a
Bursar or in a similar position for at least one year in a higher institution
of learning or must have worked as an Accountant for two years in a higher
institution of learning.

·       Must be a good team
player.

·       Must have knowledge of
computer accounting packages like Pastel and SAP.

·       Must have a high level
of confidentiality.

·       Must have the ability to
work under minimum supervision.

·       Ability to flex working
hours.

·       Must be a committed and
mature Christian, preferably a member of church of Uganda or of the Anglican
Communion, with high integrity and a proven track record.
